Ensuring Stable Operations When Reorganizing Units Under the SOS Vietnam System in the Province

On the afternoon of October 19, Comrade Nguyen Khac Hieu — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — visited and worked with units under the SOS Vietnam system in the province. Accompanying him were leadership representatives from several departments, sectors, and the Viet Tri Ward People’s Committee.

Implementing policy directives from the Prime Minister, Ministry of Health, and Standing Committee of the Provincial Party Committee, Phu Tho province accepted 4 units in their current state, comprising: Viet Tri SOS Children’s Village, SOS Kindergarten, Viet Tri Hermann Gmeiner High School, and Viet Tri Hermann Gmeiner Vocational Intermediate School. However, because these units operate in distinct specialized fields with separate financial mechanisms, salary regimes, and management models, immediate synchronization into the public service unit system requires a specific roadmap and tailored solutions.

The draft scheme on reorganizing and restructuring units proposes transforming SOS Children’s Village into Campus 2 under the Vinh Phuc Social Work Center; converting SOS Kindergarten into a public kindergarten managed by the Viet Tri Ward People’s Committee; and converting Hermann Gmeiner High School and Vocational Intermediate School into public educational institutions directly under the Phu Tho Department of Education and Training.

Highly evaluating the humanistic operational model of the SOS Vietnam system over nearly 30 years, Vice Chairman Nguyen Khac Hieu emphasized: Handling issues involving human resources demands extremely cautious calculation, particularly amidst trends where public service staffing quotas continue to decrease.

He assigned the Department of Health to coordinate with the Department of Home Affairs, Department of Education and Training, and Viet Tri Ward People’s Committee to complete reorganization options, selecting appropriate and compliant models to guarantee operational efficiency aligned with local practical conditions.

Among these, attention must be paid to organizational structure, finances, operational models, autonomy levels, and studying personnel and leadership assignment plans for units upon reorganization, ensuring immediate operational capability once the Scheme is officially approved.

Requesting specialized agencies to urgently finalize the scheme for submission to the Standing Committee of the Provincial Party Committee, Vice Chairman Nguyen Khac Hieu noted: The overarching objective is to guarantee the absolute rights and interests of learners, cadres, and teachers—continuing to promote the social welfare significance and traditions of these units. The model transition process must absolutely not affect or disrupt child care/nurturing activities or teaching and learning operations at these facilities.
