That was the directive of Comrade Nguyen Manh Son — Deputy Secretary of the Provincial Party Committee — during an inspection of the Phuc Yen Industrial Park (IP) project implementation progress on the morning of October 19. Accompanying him were Comrade Vu Viet Van — Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — alongside leadership representatives from several relevant departments and sectors.

The Phuc Yen IP Project covers a scale of approximately 111.34 hectares with a total investment capital of nearly 2,000 billion VND, invested jointly by Vinh Phuc International IP and Service JSC (VISIZ) and SHINEC JSC.
The project broke ground in April 2026. To date, compensation and site clearance have been executed across 103.8 hectares, of which 32.43 hectares have been handed over to the investor. On the handed-over area, Phase I ground leveling reached 52%; the wastewater treatment plant with a capacity of 1,500 m3/day-night reached 65%; and Phase I technical infrastructure reached 15%. According to plans, Phase I infrastructure will be completed in Q2/2027, and Phase II will be completed in Q1/2029.
The project execution process encounters numerous difficulties, particularly in compensation and site clearance work. A number of households have not coordinated in land and asset inventorying and counting, or agreed to grave relocation plans.
Certain land areas sandwiched between the project and Interchange IC2 of the Noi Bai – Lao Cai Expressway have been petitioned by residents for compensation consideration due to farming difficulties. In addition, fill dirt supply sources remain limited...

Representative of the investor reporting project implementation progress.
The investor requested the province to direct Phuc Yen ward to accelerate compensation and site clearance work for the remaining area; while directing functional agencies to early complete procedures for approving and licensing dirt mine extraction, ensuring fill material supply serving construction.
Bottlenecks involving sandwiched land, grave relocations, assets on land, and site handovers also require coordinated and timely resolution from all levels and sectors.
Inspecting real-world project progress, Deputy Secretary Nguyen Manh Son emphasized: Phuc Yen IP is a key project playing a vital role in attracting investment, creating jobs, and driving the province’s double-digit economic growth goals.
Upon completion, Phuc Yen IP is expected to contribute to forming a high-tech industrial ecosystem linked with digital transformation, green transition, and circular economy development; attracting high-quality Foreign Direct Investment (FDI) capital, creating additional jobs, and driving economic structure shifts alongside sustainable urban development in Phuc Yen ward and adjacent areas.
Therefore, all levels, sectors, and the investor must concentrate on removing difficulties and obstacles, avoiding prolonged backlogged issues that affect project progress.
Deputy Secretary Nguyen Manh Son requested Phuc Yen ward to urgently complete land, asset, and grave inventorying and counting for the remaining area within November 2026; disbursing compensation and site clearance payments within December 2026. The execution process must guarantee strict adherence to processes and regulations, maintaining openness and transparency; while stepping up propaganda, mobilization, and dialogue to build public consensus.
For cases refusing to coordinate in inventorying, execute required steps in accordance with legal regulations to safeguard the legitimate rights and interests of citizens.
Regarding grave relocation bottlenecks, he requested local authorities to coordinate with the investor to review and arrange relocation sites suitable for local customs, practices, and religious beliefs.
Petitions regarding sandwiched land, assets, crops, and emerging issues during land recovery must be inspected, classified, and resolved according to regulations.

The working delegation urging accelerated site clearance progress for the Phuc Yen Industrial Park project.
Deputy Secretary Nguyen Manh Son requested the Provincial People’s Committee, the Provincial Industrial Parks Management Board, and relevant departments and sectors to review planning and study options to expand the Phuc Yen IP area.
Where all conditions are met, propose adjustments in accordance with regulations. Concurrently, urgently resolve procedures regarding dirt mine extraction to ensure fill material supply and fulfill construction demands.
The Deputy Secretary requested the investor to continue mobilizing manpower, machinery, and equipment, organizing synchronized construction on the handed-over area to guarantee work quality and set schedules. Concurrently, proactively coordinate with local authorities to resolve emerging issues.
