That was the directive from Comrade Bui Thi Minh, Permanent Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Vietnam Fatherland Front Committee, during a working session with the Standing Committee of the Party Committee of Son Luong Commune on September 9. Joining the delegation were leaders from several provincial departments, boards, and branches.

Reporting at the meeting, representatives of Son Luong Commune leaders stated: The commune covers an area of 96.97 square kilometers with a population of 23,639 residents across 26 ethnic groups living together, among which the Muong ethnic group accounts for over 70%.

The entire commune currently has 18 villages and 29 subordinate party cells with 989 party members. Following administrative unit reorganization and apparatus streamlining, the Party Committee, local authorities, and residents of Son Luong Commune continue to promote solidarity, proactively resolve difficulties, maintain political and social stability, and achieve many important results.

In the first 8 months of 2026, 4 out of 18 socio-economic targets reached and exceeded the annual plan. Notable highlights include: The entire commune has 45 enterprises (exceeding the plan by 36.36%); 3 business establishments converted into enterprises (reaching 100% of the target); health insurance coverage reached 97.6% of the population (exceeding the target); 100% of commune cadres and civil servants were trained in digital skills and mastered technology; state budget revenue in the area reached 92.63% of the annual estimate; maintaining 100% of schools meeting national standards...

Alongside this, Party building and political system strengthening achieved outstanding results. The commune strictly implemented inspection and supervision, with no serious violations by Party organizations or members. The administrative procedure resolution ranking jumped from position 124 to position 75 province-wide.

In agricultural and forestry production, the commune effectively implemented high-tech and organic agricultural models; approved 13 industrial and handicraft projects, and completed the selection of technical infrastructure investors for the My Lung Industrial Cluster.

Focusing on preserving Muong culture and community tourism, the commune established a community tourism spot in Dong Suong Village (Dong Suong Communal House); calling for investment in 2 community tourism projects. New models and creative approaches were deployed actively and effectively. Social security, national defense, and security were maintained stably.

At the working session, leaders of departments and branches focused on analyzing limitations and difficulties in carrying out the commune’s tasks; exchanging views on issues regarding proposals to expand Luong Son Industrial Cluster, execute the construction of My Lung Industrial Cluster; support resources for community tourism development; and supplement staffing quotas for the locality in land, finance, and budget management...

Concluding the working session, Permanent Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Vietnam Fatherland Front Committee Bui Thi Minh requested the Standing Committee of the Son Luong Commune Party Committee to focus leadership and direction, striving to complete the remaining 14 out of 18 targets and raise the quality of the 4 achieved targets.

In particular, focus must be placed on accelerating site clearance; ensuring transparency, public dialogue, and protecting legitimate rights of citizens to create clean land reserves to attract investment.

Formulate concrete plans, strengthen land management, and complete the “180-day campaign to enrich land data”; while focusing on resolving prolonged bottlenecks at local resettlement areas.

To ensure 100% disbursement of the 2026 capital plan before January 31, 2027, for the 11 ongoing projects, the Permanent Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Vietnam Fatherland Front Committee requested the commune to categorize each project for early handling; select focused and key investments, with the spirit that each project must create development momentum and resolve practical needs of local residents.

She requested the locality to coordinate closely with the Department of Construction to complete commune-level master planning, clearly defining the development space for the next 5 to 10 years. Growth drivers in agriculture and forestry need to be clearly oriented toward commercialization; building value chains (production - processing - consumption - branding) for key OCOP products.

Coordinate to step up investment attraction, increase occupancy rates at Son Luong Industrial Cluster, and complete investment procedures for My Lung Industrial Cluster. Promote the ethnic cultural identity of the Muong people and traditional festivals; deploy the Dong Suong Community Tourism / Spiritual Experience Project.

Regarding personnel organization and cadre work, the Permanent Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Vietnam Fatherland Front Committee required the commune to review the entire cadre workforce; proactively address the shortage of specialized cadres without passively waiting for quotas from the province.

Alongside that, focus on raising the quality of party cell activities, concentrating on solving specific tasks in villages, avoiding superficiality. Promote the pioneering role of cadres and party members in economic development and maintaining security and order. Shift strongly from “digitizing records” to “exploiting data” for leadership and management.

In addition, pay close attention to ensuring the material, spiritual, health, and educational well-being of residents following administrative unit reorganizations and school restructuring. The Fatherland Front and socio-political organizations should not only mobilize residents but also participate directly in specific local tasks, building an increasingly developed Son Luong.
