Decisively Resolving Obstacles to Maximize Efficiency of Waste-to-Energy Plant in Tram Than and Phu My Communes

On the afternoon of September 11, a working delegation led by Mr. Pham Dai Duong—Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial Delegation of National Assembly Deputies—inspected the implementation progress of the Municipal Solid Waste-to-Energy Plant Project in Tram Than and Phu My communes.

Joining the delegation was Mr. Phan Trong Tan—Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—alongside leaders from several provincial departments, boards, sectors, and local authorities.

The project “Construction of Municipal Solid Waste-to-Energy Plant in Tram Than Commune, Phu Ninh District” (now Tram Than and Phu My communes) is invested and executed by United Expert Investments BV (Kingdom of Belgium) in coordination with Tianyu Environmental Energy Phu Tho Co., Ltd. (PTTY Company).

The project covers an area of approximately 15.64 hectares with a total investment capital of 90 million USD (equivalent to over 2,051 billion VND), implemented in two phases. Phase I has a waste treatment capacity of 500 tons/day, while Phase II will raise the total capacity to 1,000 tons/day.

Utilizing advanced European technology, the project aims to treat municipal solid waste and ordinary industrial solid waste, contributing to reducing environmental pollution, generating electricity, and serving the socio-economic development of the province.

To date, PTTY Company has completed construction work and equipment installation, while urgently finalizing legal procedures to bring the plant into operation starting October 1, 2026.

During the working session with the investing enterprise, leaders of the Provincial People’s Committee, relevant departments, sectors, and local authorities discussed and clarified the enterprise’s recommendations regarding four key groups of issues: finalizing land use certificate procedures for auxiliary infrastructure; licensing construction work related to dikes; accelerating land clearance and relocation for resettlement to obtain environmental permits; and agreeing on traffic routing, waste reception plans, and trial operation mechanisms for the plant.

Provincial Party Secretary Pham Dai Duong emphasized that the delegation’s working session aimed to examine and definitively resolve obstacles, enabling the plant to enter into operation at an early date in compliance with statutory provisions.

Agreeing with the investor’s proposals and feedback from departments and sectors, Provincial Party Secretary Pham Dai Duong assigned the Department of Agriculture and Environment to urgently complete land and water conservancy procedures.

Regarding site clearance work, relevant units and local authorities must focus on completing agreements with households within the 500-meter safety perimeter prior to October 15 to meet conditions for issuing the Environmental Permit.

Within the coming week, units must propose support funding options for affected households, ensure temporary housing arrangements, and continue completing infrastructure for long-term resettlement areas to guarantee the livelihoods of impacted residents.

The Provincial Party Secretary requested advisory agencies to rapidly finalize the contract and contract addenda to submit to the Provincial People’s Committee for signing with the investor.

In doing so, they must review the entire waste treatment framework across the province to formulate optimal routing and transportation mechanisms for each phase, thereby meeting plant capacity while maximizing state budget savings.

The Provincial Party Secretary emphasized: Technology and camera surveillance systems must be applied to closely monitor incoming waste volumes, absolutely preventing loss, waste, fraud, or negative practices.

In particular, the investor must strictly comply with environmental standards and regulations, preventing the waste treatment site itself from becoming a point of pollution origin.

The Provincial Party Secretary affirmed: Phu Tho is resolute in eliminating outdated landfill technology to transition toward waste treatment through modern technology, heading toward sustainable development for future generations.
