Accelerating Progress at Key Construction Sites

In 2026, Phu Tho was allocated nearly 19.9 trillion VND in public investment capital by the Prime Minister. This resource is being focused on disbursement, turning into roads, bridges, and essential infrastructure projects to support development. Across construction sites, obstacles regarding land clearance and construction materials are being actively resolved. Workforce and equipment are being supplemented to accelerate construction progress, aiming to bring projects into operation early, expand connectivity, support production, and improve living conditions for local residents.

Accelerating Project Progress

The new road section passing through Van Xuan and Tam Nong communes has clearly taken shape as a modern traffic axis. The road surface has been asphalted, with lane markings, guardrails, and signage installed synchronously; the Ho Chi Minh Highway overpass, lighting system, and signal lights have been completed. Vehicles are now able to travel on the road.

This extended section belongs to Package No. 60 of the Inter-regional Road Project connecting the Ho Chi Minh Highway with National Highway 70B and National Highway 32C, stretching from Phu Tho Province to Yen Bai Province (now Lao Cai Province). The project has an adjusted total investment of 2.12 trillion VND, playing a key role in connecting the western areas of the province with the national transport network and opening additional trade routes to the Northern Midland and Mountainous region.

The extended inter-regional road section has been completed after over a year of construction.

Package No. 60 had a winning bid value of nearly 97.6 billion VND and commenced implementation in May 2025. The route spans 3.726 km, connecting to the inter-regional road, with its endpoint intersecting National Highway 32 near the Tam Nong Area Medical Center and Phong Chau Bridge. After more than a year of construction, all construction items have been completed.

Comrade Do The Nam, Deputy Director of the Phu Tho Area Project Management Board, stated that the unit is finalizing documentation and conducting traffic safety audits for acceptance testing and handover into operation. Across the entire project, the main route and branch lines have achieved over 96% of total workload, with many sections already serving traffic.

The route’s connectivity continues to be enhanced through the Project to Expand the Road Connecting Phong Chau Bridge with the Inter-regional Road. From the central budget reserve allocated to the Ministry of Construction, Phu Tho received an additional allocation of nearly 196.6 billion VND to execute the project. Upon completion, it will create a seamless, synchronized, and modern transport line between Phong Chau Bridge, National Highway 32, and the inter-regional road.

As a local resident, Mr. Nguyen Van Nhat in Tam Nong Commune expressed joy that his homeland has gained another spacious, modern road. According to him, the new road makes travel much more convenient for residents, while transporting agricultural products, raw materials, and goods faces fewer difficulties.

In the Hoa Binh area, the Hoa Binh - Moc Chau Expressway Project (Km19 - Km53 section) is also focusing on construction. The section stretches about 34 km, passing through Da Bac, Cao Son, Tien Phong, and Tan Mai communes, connecting with Van Ho Commune in Son La Province. This is a crucial link on the Hoa Binh - Son La - Dien Bien axis, opening a fast transportation direction from Phu Tho to the Northwest region.

According to the Hoa Binh Area Project Management Board, phase 1 land clearance work is fundamentally complete, with approximately 350 hectares handed over to contractors. Four construction and installation packages are being deployed simultaneously, with completed value reaching around 2.0 trillion VND, equivalent to 24% of the contract value. The project has been allocated over 7.3 trillion VND; the capital plan for this year alone has seen over 75% disbursed.

The project features many complex technical components, including the Hoa Son Bridge with a main cable-stayed span of 550 meters, 3 mountain-penetrating tunnels, alongside high bridges and viaducts. Hilly terrain, complex geology, landslide risks, and rising material costs are currently affecting progress.

On sections where cleared ground is available, contractors have increased workforce, machinery, and organized multiple construction fronts. The project owner is coordinating with local authorities to address remaining obstacles while conducting acceptance testing and payments as soon as work volumes are completed, enabling contractors to maintain construction momentum and accelerate disbursement.

Resolving Progress and Disbursement Bottlenecks

In 2026, the province’s total public investment capital source is expected to reach nearly 22 trillion VND; of which, the plan assigned by the Prime Minister stands at nearly 19.9 trillion VND. In the first half of the year, the disbursement rate reached over 30% of the Prime Minister’s assigned plan, higher than the national average. The remaining capital volume is large, requiring the province to simultaneously accelerate project execution and disbursement in the final months of the year.

The province is focusing on reviewing the progress of each project and bidding package, clearly defining tasks, deadlines, and responsibilities for project owners, localities, and contractors.

Regarding land clearance, units are expediting land origin verification, preparing compensation plans, arranging resettlement, and handing over eligible sections early. Embankment soil sources, materials, waste disposal sites, and contractor construction capacity are being inspected to promptly handle bottlenecks that risk slowing down progress.

Project owners are urging contractors to supplement workforce and equipment, increase construction fronts, and complete acceptance and payment documentation immediately upon achieving work volume. A “green lane” mechanism is applied to eligible files to shorten processing time.

At the Conference to Assess the Implementation Situation and Results of the Public Investment Plan, Comrade Tran Duy Dong, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, emphasized that public investment is a vital driving force to achieve growth targets. Project owners must bear comprehensive responsibility for project progress and disbursement results. Projects unable to fully disburse their planned capital must be reported promptly for consideration of adjustments and capital reallocations. Disbursement progress must go hand-in-hand with ensuring construction quality, labor safety, and preventing loss or waste.

Workload at construction sites needs to keep pace with disbursement progress. Every obstacle resolved early will shorten completion time, allowing roads and bridges to quickly serve travel, production, and goods transport, creating new momentum for development.
