On the morning of September 8, Mr. Vu Viet Van—Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—chaired a conference to hear the Department of Construction report on the appraisal results for investment policy approval and the assignment of the investor for the Trung Vuong High-Rise Independent Social Housing Project, alongside several draft legal documents in the construction sector.

At the conference, a representative of the Department of Construction reported on the appraisal results of the dossier requesting investment policy approval and simultaneous assignment of the investor for the Trung Vuong High-Rise Independent Social Housing Project in Viet Tri ward.

Accordingly, the project covers a total land area of 12,050 square meters (equivalent to 1.205 hectares) and involves the construction of two social housing apartment buildings. Each building will consist of 1 basement level and 15 above-ground floors, with a total construction floor area exceeding 56,035 square meters. The project is projected to supply approximately 468 apartments.

Through appraisal, the Department of Construction determined that the dossier submitted by PTS Urban and Rural Architecture Construction Co., Ltd. requesting investment policy approval and investor assignment contains all statutory components. The project meets all conditions to be submitted to the Provincial People’s Committee for consideration, investment policy approval, and investor assignment.

Also at the conference, the Department of Construction presented three draft decisions regarding construction management. Among them, the draft decision promulgating coordination regulations, responsibilities, and sanctioning mechanisms for relevant agencies, organizations, and individuals involved in surveying and collecting price information on direct cost components forming construction task prices within the province comprises 4 chapters and 24 articles.

Formulating these regulations aims to clearly define the responsibilities of each agency and unit during the process of surveying, collecting, synthesizing, and publishing price information; enhancing coordination, inspection, and supervision; and ensuring that construction price information is published promptly, objectively, transparently, and closely reflects market fluctuations.

The draft decision decentralizing the publication of price information on direct cost components forming construction task prices and construction price indices within the province was drafted to replace Decision No. 95/2025/QD-UBND dated November 10, 2025, ensuring alignment with new regulations on construction investment cost management. Under the draft, the Department of Construction is decentralized to publish price information on direct cost components forming construction task prices and construction price indices as prescribed.

Regarding the draft decision authorizing the Director of the Department of Construction to execute specific management tasks over the quality of construction material products and goods, the scope of authorization focuses on state inspection of construction material quality; receiving and managing conformity declaration dossiers; and processing state inspection registration dossiers for imported construction materials.

The draft also regulates the execution of tasks related to conformity assessment activities; inspecting certification and conformity declaration activities; and synthesizing and reporting on the status of construction material product and goods quality management across the province.

Concluding the conference, Vice Chairman of the Provincial People’s Committee Vu Viet Van requested the Department of Construction to coordinate with relevant agencies and units to thoroughly review planning indicators, land use, investment scale, technical infrastructure, and execution conditions for the Trung Vuong High-Rise Independent Social Housing Project.

On that basis, relevant agencies must urgently complete the dossiers to submit to competent levels for consideration and decision, ensuring the project is executed synchronously and in compliance with regulations, thereby contributing to supplementing the social housing supply and meeting local housing demands.

Regarding the draft decisions, the Vice Chairman requested the drafting agency to clarify the scope and responsibilities of each agency and unit; the content of decentralization and authorization; coordination methods; as well as the execution timeline and frequency for each task.

He requested a rigorous review of relevant legal provisions to standardize terminology, ensuring the draft content is clear, easily actionable, non-overlapping, and aligned with management realities.

The Department of Construction is responsible for synthesizing, studying, and fully incorporating feedback from the conference; continuing to refine the draft regulations, decisions, and related dossiers; and submitting them to the Provincial People’s Committee for consideration and promulgation in accordance with regulations.
