Unifying Architecture and Enhancing Data Connection and Sharing in Digital Nation Building

On the morning of September 15, the Government Office coordinated with the Ministry of Science and Technology to organize a national online conference to implement Prime Minister Decision No. 1425/QD-TTg promulgating the overall national digital architecture framework. Deputy Prime Minister Ho Quoc Dung chaired the conference.

Attending the conference at the Phu Tho provincial bridge point were Mr. Phan Trong Tan—Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—alongside leadership representatives of relevant departments, boards, sectors, and units.

The overall national digital architecture framework was meticulously formulated and prepared based on researching and synthesizing feedback from ministries, sectors, and localities prior to finalization and issuance. This serves as an important basis for agencies, organizations, and localities to build anew or review and update digital architecture frameworks within their management sectors, scopes, and territories; while guiding investment, connection, sharing, and joint utilization of digital components.

The targeted objective is to form a unified digital space nationwide, ensuring synchronization from the Central to local levels; maximizing the inheritance of existing results, limiting duplicate and fragmented investments, efficiently utilizing public resources, and elevating service quality for citizens and businesses.

To date, 8 national databases have been synchronized and data-collected; numerous specialized databases have been connected; and digital infrastructure continues to receive investment and upgrades, creating a vital foundation to promote digital transformation and build a Digital Government.

At the conference, delegates focused on exchanging and discussing ideas to unify perceptions, viewpoints, and implementation methods for the overall national digital architecture framework; while analyzing difficulties and obstacles during implementation across ministries, sectors, and localities.

Feedback requested further clarification regarding the responsibilities of each agency and unit; strengthening coordination and connection mechanisms between Central and local levels; and specifically defining implementation roadmaps to guarantee progress and quality.

Concluding the conference, Deputy Prime Minister Ho Quoc Dung emphasized that issuing the overall national digital architecture framework is a crucial step toward creating uniformity in planning, investing, building, and operating digital systems nationwide. The architecture framework must truly become the “master blueprint,” orienting ministries, sectors, and localities throughout the digital transformation process to ensure systems are built synchronously, interconnectedly, and with the capacity for inheritance, connection, and data sharing.

Based on the overall national digital architecture framework, ministries, sectors, and localities must urgently review all information systems, digital platforms, databases, and ongoing technology projects; construct anew or update digital architecture frameworks under their management scope, ensuring compliance with the general architecture without allowing fragmented, localized, or duplicate investments that waste resources.

During implementation, information safety and cybersecurity must be guaranteed from the design and construction phases through to system operation. Entities should proactively coordinate, share experiences, and leverage shared platforms and components, ensuring the deployment of the overall national digital architecture framework is synchronized, unified, on schedule, and substantively effective.
