Coordinating Solutions to Create Sustainable Employment for Workers

Phu Tho Province is implementing a comprehensive range of solutions to create sustainable employment, increase incomes and stabilize people’s livelihoods. From suitable jobs available in their hometowns to opportunities to work abroad, behind the employment figures lies a transformation in the livelihoods of tens of thousands of workers across the province.

Finding Stable Jobs Close to Home

Bui Thi Hong has found a suitable job at Thien Dieu Co., Ltd., located in Dai Dong Commune, approximately 2 kilometers from her home. Her work involves applying and spreading adhesive as part of the footwear production process. With an income of around VND8 million per month, the job provides her with a stable source of income, higher than what she could earn from farming.

According to Bui Van Lam, Chairman of the Dai Dong Commune People’s Committee, since the locality stepped up investment attraction, many local workers have gained additional opportunities to find suitable jobs close to home. Jobs at factories and businesses not only provide workers with stable incomes but also enable them to transition from agricultural labor to working in an industrial environment.

Thien Dieu Co., Ltd. employs more than 1,000 workers, over 90% of whom are local residents.

The story of Thien Dieu Co., Ltd. demonstrates the effectiveness of linking investment attraction with local employment creation. Specializing in the production of leather footwear for export, the company’s factory in Dai Dong Commune currently employs more than 1,000 workers, over 90% of whom are local residents. This is also an important factor enabling the company to maintain and expand production. The company consistently ensures that wages are paid on time, helping retain workers and attract people who previously worked away from home back to their hometown. Notably, employment opportunities are not limited to young workers. Women over 40, such as Bui Thi Tiu from Yen Nghiep Village and Bui Thi Nhien from Bum Village, have also found suitable jobs at the company.

Many workers over the age of 40 have found suitable jobs at Thien Dieu Co., Ltd.

In reality, numerous stories demonstrate that when businesses grow, the jobs they create not only address immediate needs but also contribute to transforming local livelihoods over the long term. For workers, having a stable job close to home means lower commuting costs, more time to care for their families and greater peace of mind to build their lives in their hometowns. This is also an approach prioritized by the province in employment promotion: creating a favorable environment for businesses to invest in production and business activities while proactively connecting enterprises with the local workforce.

From Labor Supply-Demand Matching to Expanded Employment Opportunities

According to a report by the Provincial Employment Promotion Steering Committee, in 2026, Phu Tho aims to create employment for 51,400 workers. Of these, 47,000 are expected to find employment domestically, while 4,400 will work abroad under fixed-term employment contracts.

During the implementation of the plan, the province created employment for 36,759 workers in the first six months of the year, reaching 71.5% of the annual target and increasing by 0.46% compared with the same period in 2025. Notably, 2,966 workers went abroad to work under contracts, reaching 67.4% of the annual target and increasing by 30.1% year on year.

To achieve these results, authorities at all levels, sectors and localities have implemented a comprehensive range of solutions. These include reviewing and updating labor market information; diversifying forms of connection among businesses, vocational education institutions and workers; and actively implementing policies supporting employment, vocational training, employment-related credit and overseas employment.

One particularly effective solution has been to strengthen labor supply-demand matching through digital platforms. During the first six months of the year, the Provincial Employment Service Center provided career counseling and job placement services to 34,185 worker visits. Through the Phu Tho Employment Portal, its fanpage and labor supply-demand matching activities, the center supported businesses in recruiting 6,811 workers. The Phu Tho Employment Portal recorded nearly 9.7 million visits, with nearly 2,000 participating business, organization and worker accounts. At the same time, the province has focused on organizing job fairs to connect businesses with workers.

Notably, employment promotion has been closely linked to vocational training and the actual needs of businesses. Organizations across the province held 81 job and vocational training counseling conferences at high schools and vocational education and continuing education centers. Coordination among management agencies, vocational education institutions and businesses has also been strengthened to train and supply workers according to market demand.

At vocational education and continuing education centers, students receive specialized training to meet businesses’ recruitment needs.

With the goal of creating sustainable employment, credit resources are also being used as an effective “lever.” During the first six months of the year, 11,736 workers received loans to find employment domestically, expand and develop production and business models, or work abroad, with total disbursements exceeding VND1.1 trillion. Domestic employment-related credit alone supported 11,675 workers with nearly VND1.097 trillion.

These figures show that the province’s employment strategy is shifting from a simple “job placement” approach toward developing a relatively comprehensive labor market that connects businesses, workers, training institutions and credit policies. This is creating a sustainable foundation for employment generation and higher incomes for workers.
