Provincial leaders regularly conduct field inspections, hold thematic meetings, and work directly with localities and enterprises to remove bottlenecks and urge progress on key projects. The spirit of “clear personnel, clear tasks, clear timelines, and clear responsibilities” is thoroughly implemented throughout, demonstrating determination to unblock all economic resources in the spirit of Resolution No. 39-NQ/TW and driving two-digit economic growth goals.

Unblocking Resources Through New Governance Thinking

Resolution No. 39-NQ/TW dated January 15, 2019, of the Politburo on raising the efficiency of managing, exploiting, using, and promoting economic resources defines resources not merely as investment capital, but as encompassing human resources, land, natural resources, infrastructure, science and technology, institutions, and the leadership and governance capacity of the political system.

For Phu Tho, the consolidation of the three provinces of Phu Tho, Hoa Binh, and Vinh Phuc has opened up new development space while generating a strong synergy of resources. On that foundation, the province is focusing on managing, tapping, and effectively promoting human, land, infrastructure, and natural resource assets—step-by-step transforming potential and advantages into growth drivers.

From the effective management and exploitation of resources, the province’s industrial sectors and investment attraction have grown steadily.

Following consolidation, the province’s population scale reaches approximately 4 million people. The labor force accounts for over 50% of the population, including around 700,000 workers currently employed in enterprises. The trained labor rate reaches over 73%; labor productivity continues to rise; and the cadre, civil servant, and public employee workforce has been streamlined under the 2-tier local government model—laying an important foundation to raise governance and executive capacity while propelling development.

Not only possessing human advantages, Phu Tho also holds vast land and natural resource wealth. Spanning nearly 935,000 hectares of natural land area—of which over 82% is agricultural and forestry land—the province enjoys ample room to develop large-scale commercial agriculture.

Alongside human, land, and infrastructure advantages, the province also boasts a rich and diverse mineral resource system. This represents a crucial resource for developing mining and construction material industries, creating competitive edges to develop resort tourism and high added-value economic sectors. Consequently, the province is focusing on managing, exploiting, and utilizing natural resources effectively and sustainably alongside environmental protection.

Furthermore, Phu Tho possesses favorable conditions to form new growth poles. To leverage these advantages, the province focuses on perfecting master plans, raising land management and utilization efficiency, accelerating land allocation, land leasing, site clearance, land use right auctions, and building a synchronized, modern land database. These serve as vital solutions to unblock resources and turn potential and advantages into development momentum.

Decisive Action to Turn Potential into Growth Drivers

Enhancing leadership capacity and innovating governance mindsets among the province’s cadres contributes to unblocking resources and creating economic growth drivers.

Resources truly become growth drivers only when unblocked through political determination and decisive action. In recent times, the province’s direction and management methods have undergone profound transformation. Instead of waiting for written reports, provincial leaders directly visit ground sites, hold meetings locally, resolve individual bottlenecks, and assign clear responsibilities.

A prime example is the cluster of projects invested in by member companies of Sun Group across Kim Boi, Dung Tien, and Muong Vang communes. These are considered strategic projects capable of generating a new growth pole for the province’s southern region. To ensure implementation proceeds on schedule, at a meeting held in late July chaired by the Provincial Party Secretary and Provincial People’s Committee Chairman—alongside Vice Chairmen, department heads, local authorities, and the investor—every task detail and milestone timeline was thoroughly reviewed. On that basis, the province assigned specific tasks to each agency, unit, and locality tied to completion deadlines and leader accountability.

This approach not only resolves immediate difficulties but also demonstrates the province’s resolve to unblock resources and create conditions for key projects to deploy swiftly. These directives reflect a clear mindset: to unblock land resources, one must first unblock the resources of the political system. When party committees, local authorities, the Fatherland Front, socio-political organizations, and departments enter the fold with high responsibility, procedural and site clearance bottlenecks can all be resolved.

It is evident that from regular meetings, field inspection trips, and directive documents with concrete timelines to sternly handling leader accountability, the province is sending a strong message of an action-oriented administration that uses efficiency as its benchmark. When all resources are strictly managed and exploited in the right direction under the spirit of Resolution No. 39-NQ/TW, it will form a crucial foundation for Phu Tho to accomplish its growth targets, creating room for fast and sustainable development.
