Urgently Finalizing the Option to Hand Over Geological and Mineral Management Tasks to the Department of Industry and Trade

On the afternoon of September 18, Comrade Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee, chaired a conference to hear reports from departments and branches on the implementation of Government Resolution No. 66.25/2026/NQ-CP and preparations for the National Scientific Workshop on “Orientations for Developing Vietnam’s Supporting Industries”.

Attending the conference were Comrade Phan Trong Tan, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, alongside leaders of relevant departments, boards, branches, and units.

At the conference, functional departments reported on implementation options for Government Resolution No. 66.25/2026/NQ-CP dated September 4, 2026, regarding the resolution of difficulties and obstacles related to state management functions, tasks, and powers over industrial parks, geology, and minerals (effective from September 15, 2026).

Under the new regulations, advisory tasks assisting the Provincial People’s Committee in the state management of geology and minerals (previously handled by the Department of Agriculture and Environment and the Department of Construction) are fully transferred to the Department of Industry and Trade.

Regarding the transfer of industrial park management, as Central authorities have not issued detailed provincial-level guidelines, the Department of Home Affairs proposed performing this step after receiving specific directive documents from relevant ministries and sectors.

Delivering directive remarks, Chairman of the Provincial People’s Committee Tran Duy Dong requested the Department of Industry and Trade to lead and coordinate with relevant units to urgently finalize detailed plans for the handover and reception of geology and mineral management functions and tasks to submit to the Standing Committee and Standing Board of the Provincial Party Committee for guidance.

He emphasized that the transfer process must ensure continuity and absolutely must not disrupt administrative procedures for citizens and enterprises.

The handover option needs to clarify staffing adjustments and allocate civil servants according to capacity; while accurately reviewing and inventorying all records, documents, programs, projects, assets, and finances involved for immediate handover upon the Provincial People’s Committee’s official decision.

Jointly organized by the Central Policy and Strategy Board, the Ministry of Industry and Trade, and the Phu Tho Provincial Party Committee, the event is expected to take place on September 30, 2026, at the Provincial Convention Center.

Highly valuing the significance of the event, the Provincial People’s Committee Chairman affirmed that this is an important opportunity for Phu Tho to promote its potential, competitive advantages, industrial development orientations, and industry linkage clusters.

At the same time, it serves as a strategic bridge helping provincial enterprises connect more deeply with FDI corporations, lead enterprises, and industry associations.

To ensure the workshop’s success, the Provincial People’s Committee Chairman tasked the Department of Industry and Trade with swiftly advising on an overall plan; coordinating closely with Central agencies regarding delegate reception, in-depth presentation preparations, and stepping up promotional work.

Departments and branches, based on their functions and duties, should proactively execute assigned tasks to ensure the workshop takes place solemnly, thoughtfully, safely, practically, and effectively.
