Reviewing and Perfecting Schemes and Policies for Science, Technology, and Digital Transformation Development

On September 21, Mr. Phan Trong Tan—Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—chaired a conference to hear the Department of Science and Technology report on several key tasks regarding science, technology, innovation, and digital transformation development across the province.

At the conference, the Department of Science and Technology reported on three draft schemes regarding: science, technology, and innovation development in Phu Tho province for the 2026–2030 period, vision to 2045; the establishment of the Phu Tho Provincial Innovation Center; and digital transformation.

Accordingly, the Scheme for Science, Technology, and Innovation Development in Phu Tho Province for the 2026–2030 Period, Vision to 2045 sets objectives to mobilize, unblock, and efficiently utilize resources; leveraging the potential, intellect, and creative power of entire society.

The scheme also establishes specific targets, including: local-level innovation index and digital transformation index ranking within the top 10 leading localities nationwide; digital economy accounting for over 30% of GRDP; human resources for scientific research, technology development, and innovation reaching a minimum of 13.5 people per 10,000 residents; and possessing at least 65 public and non-public science and technology organizations.

Regarding the Scheme for Establishing the Phu Tho Provincial Innovation Center, the Department of Science and Technology proposed a deployment roadmap across three phases. In 2026, focus will center on scheme approval; reorganizing and consolidating the apparatus, personnel, job positions, and operational regulations; reviewing headquarters, assets, infrastructure, and data; and building networks of experts, partners, and investment schemes.

For the 2027–2028 period, the center will deploy support mechanisms; upgrade technology exchange floors, equipment, software, databases, and technical infrastructure; and organize support programs for enterprises, incubation, startup acceleration, training, investment connection, experimentation, and technology commercialization.

For the 2029–2030 period, efforts will aim toward stable center operation, perfecting organizational models, financial mechanisms, service catalogs, databases, and operational performance indicators; step-by-step elevating autonomy levels, while executing procedures to request recognition as a provincial-level innovation center upon fully satisfying statutory conditions.

Regarding the Digital Transformation Scheme, it sets out 48 specific target indicators through 2030, 115 tasks for the 2026–2030 period, and 18 priority breakthrough tasks for 2026.

In addition to the above content, delegates heard and contributed comments on two draft resolutions scheduled for submission to the Provincial People’s Council at its thematic session. Among them, the first draft resolution stipulates criteria, conditions, sequences, procedures, content, and local budget support levels for production projects of key digital technology products; research, development, design, manufacturing, packaging, and testing projects for semiconductor chip products; artificial intelligence data center construction projects; and innovative startup projects in the digital technology industry within the province.

The second draft resolution stipulates support policies for the operations of Community Digital Technology Teams in villages and residential quarters across Phu Tho province for the 2027–2030 period, creating a basis to deploy digital transformation activities at the grassroots level and leveraging the role of forces directly guiding and supporting citizens in accessing and using digital platforms and services.

Delivering directive remarks at the conference, Vice Chairman of the Provincial People’s Committee Phan Trong Tan requested that, regarding the draft resolutions, the drafting lead agency coordinate closely with relevant departments and sectors to review legal bases, target subjects, conditions, content, and support levels. Alongside this, thorough impact assessments of policies must be conducted against actual business production and operational realities, as well as the province’s investment attraction activities toward high-tech, green, smart, and environmentally friendly industrial projects.

For the schemes, especially the Scheme for Science, Technology, and Innovation Development for the 2026–2030 Period, Vision to 2045, the Department of Science and Technology must fully incorporate delegates' feedback, continuing to review and perfect scheme contents.

In doing so, it must accurately assess current realities, clearly defining the province’s potential, advantages, bottlenecks, and development room; while clarifying objectives, targets, key tasks, and solutions phase by phase.

For the Scheme for Establishing the Provincial Innovation Center, the Vice Chairman requested careful study of the organizational model, functions, tasks, operational mechanisms, and resource guarantee schemes.

The establishment of the center must aim toward substantive efficiency, avoiding functional overlaps, task duplication, and spread-out investments; maximizing existing facilities, infrastructure, and human resources to ensure the center truly becomes a connecting hub that supports enterprises, promotes technology transfer, and fosters the province’s innovation ecosystem.
