On the afternoon of August 12, Comrade Nguyen Khac Hieu — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee (PPC) — chaired a conference to hear the Department of Home Affairs report on the Scheme for Developing the Social Security System, Enhancing Social Welfare, and Improving People’s Quality of Life for the 2026–2030 Period; as well as the formulation of support policies for non-professional personnel at the village and residential group levels.

The Scheme for Developing the Social Security System, Enhancing Social Welfare, and Improving People’s Quality of Life for the 2026–2030 Period aims to build a social policy system oriented toward sustainability, progress, and fairness, continuously improving the material and spiritual lives of the people and contributing to the cause of national construction and defense. The scheme targets perfecting a diverse, multi-layered, comprehensive, modern, inclusive, and sustainable social security policy framework. It aims to enable citizens — especially people with meritorious services to the revolution, the poor, disadvantaged individuals, and residents in areas with particularly difficult socio-economic conditions — to access basic social services such as healthcare, education, housing, and information. Simultaneously, the province aims to develop a flexible, efficient, internationally integrated labor market linked with sustainable employment, while enhancing the quality of social management and development tied to ensuring human and civil rights.

The scheme is led and developed by the Department of Home Affairs, with an estimated budget of VND 349.86 billion, sourced from the state budget, socialized capital, foreign aid, and other lawful funding sources.

At the conference, representatives from various units contributed numerous opinions to the draft schemes, focusing on several specific targets and financial resources for implementation.

Commenting on the draft Social Security System Scheme, PPC Vice Chairman Nguyen Khac Hieu emphasized that issuing the scheme is extremely necessary and holds important significance in concretizing Central Resolutions, contributing to the implementation of the Provincial Party Congress Resolution and the Provincial Party Committee’s Directives on social security work. This will help enhance the material and spiritual living standards of the people and narrow the development gap between regions, particularly in ethnic minority and mountainous areas across the province.

PPC Vice Chairman Nguyen Khac Hieu assigned the Department of Home Affairs to absorb all opinions from the meeting, urgently review targets and indicators through 2030, effectively integrate national target programs, replicate sustainable livelihood development models, finalize the detailed scheme early, and report and submit it to the PPC. Relevant departments, sectors, and units are tasked according to their functions to coordinate closely, contribute feedback, and supply accurate data. The Department of Finance will coordinate with the Department of Home Affairs to advise on balancing and allocating local budget capital and other lawful funding sources to execute the scheme once approved.

Regarding the proposal to build support policies for non-professional personnel at village and residential group levels who resign due to restructuring and efforts to improve the quality of non-professional cadres across the province: Following the arrangement of villages and residential groups, the entire province anticipates about 6,542 non-professional personnel at village and residential group levels to resign (including both restructured and non-restructured villages/residential groups). Among them, approximately 5,087 people will fall under policy resolution pursuant to the Government’s Decree No. 154/2025/ND-CP, leaving 1,455 people not yet covered by support policy regulations upon resignation.

On this topic, PPC Vice Chairman Nguyen Khac Hieu instructed the Department of Home Affairs to continue research and coordinate with departments and sectors to issue support policies for resigning non-professional personnel, ensuring compliance, accuracy, and timeliness.
