On the afternoon of August 20, Comrade Quach Tat Liem — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee (PPC) — chaired a working session with a delegation from the German Development Bank (KfW) to monitor execution progress on the Drainage and Wastewater Treatment System Project for Hoa Binh City (former). Attending the session were leadership representatives from the PPC Office and several relevant departments, sectors, units, and localities.

The Drainage and Wastewater Treatment System Project for Hoa Binh City (former) utilizes ODA loans from KfW Bank (Federal Republic of Germany), carrying a total investment of VND 688.7 billion, including VND 507.3 billion in ODA capital and VND 181.4 billion in counterpart funding. The project invests in constructing a wastewater collection and treatment system for central ward areas of former Hoa Binh City, comprising items: a wastewater treatment plant and pumping stations; a wastewater collection pipeline network (comprising 5 bidding packages); and household connection infrastructure.
According to progress reports, the project’s wastewater treatment plant and pumping stations have achieved 100% of physical volume. Following the completion of environmental procedures, the plant will undergo a 90-day trial operation, with official handover and commissioning slated for December 2026.
Regarding the wastewater collection pipeline network, bidding package No. 2 has completed approximately 80% of volume; package No. 3 has reached 100% completion. The remaining packages had unconstructed portions reduced pursuant to previous project adjustment decisions. Regarding capital sources, cumulative allocated capital plans through end-2026 stand at VND 672.367 billion; cumulative disbursement reached VND 427.689 billion as of July 30, 2026.

At the session, delegates focused on discussing management, operation, and maintenance schemes for post-completion structures; organizing trial operations for the wastewater treatment plant; options for receiving and processing wastewater collected on the left bank of the Da River; and adjustments/reductions of certain items suited to practical conditions.
Based on reviews of the current drainage system status and investment efficiency, the Project Management Board proposed adjusting and reducing unconstructed items; while recommending not deploying additional household connection items since the existing system already ensures wastewater collection to the treatment plant.
Parties also deliberated wastewater treatment schemes for the left bank of the Da River, post-investment operational schedules, capital disbursement, and addressing remaining shortcomings across packages under the collection network.
Speaking at the working session, PPC Vice Chairman Quach Tat Liem acknowledged feedback from the KfW working delegation and relevant departments and units.

He emphasized that management and operational arrangements for project structures must be prepared synchronously, ensuring continuous and effective operation following handover. Regarding remaining bottlenecks, the Phu Tho Provincial People’s Committee will direct relevant departments, sectors, and units to coordinate and find resolution schemes.
The PPC Vice Chairman requested the Hoa Binh Regional Project Management Board to continue thoroughly reviewing proposed adjustment items, ensuring alignment with practical conditions, legal compliance, and consensus with KfW Bank; while urgently completing the collection network, organizing trial runs, and commissioning the wastewater treatment plant on schedule.
He assigned relevant agencies and units to formulate management, operation, and wastewater treatment service pricing schemes to submit to competent authorities for consideration and approval; while proactively advising on budget support schemes during initial operation phases to guarantee stable and efficient facility operation. Concurrently, close coordination with KfW Bank must continue to accelerate remaining tasks, ensuring project completion according to schedule, maximizing investment capital efficiency, and step-by-step elevating wastewater collection and treatment capacity, contributing to improving Hoa Binh’s urban environment.
