This was the direction emphasized by Pham Dai Duong, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, at a working session with the Northern Power Corporation on the implementation of key power projects in the Hoa Binh area on August 22.

The meeting was attended by Quach Tat Liem, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee; leaders of provincial departments and agencies; and representatives of nine communes and wards in the project areas. Representing the Northern Power Corporation was Luong Minh Thanh, Deputy General Director.
According to a report by the Northern Power Corporation, Phu Tho is currently implementing 48 110kV grid projects and one 220kV grid project, with total investment of VND5.358 trillion. Of these, 15 projects are in the investment preparation stage and 33 are under construction.
At the meeting, the power sector focused on reporting on five urgent and key 110kV power projects being implemented in the Hoa Binh area, including the Yen Thuy 110kV Transmission Line and Substation; Ky Son–Luong Son 110kV Transmission Line; Tan Lac 110kV Transmission Line and Substation; Kim Boi 110kV Transmission Line and Substation; and the 110kV Transmission Line from Hoa Binh 220kV Substation to Hoa Binh 110kV Substation.

These projects play an important role in increasing electricity supply capacity and reliability and meeting electricity demand from industrial parks, industrial clusters and major investment projects. Resolving difficulties related to compensation and site clearance and putting the projects into operation on schedule is essential to ensuring safe and stable power supply, creating an energy infrastructure foundation for investment attraction and the development of industrial parks, industrial clusters, and large-scale urban and service projects, thereby contributing to the province’s socio-economic development goals.
The Yen Thuy 110kV Transmission Line and Substation Project has a total investment of VND132 billion and a length of more than 25 kilometers. It will supply electricity to Luong Son, Yen Thuy and Lac Thuy, as well as Luong Son Industrial Park, Phu Son and the Xuan Thien Lime and Light Calcium Carbonate Plant. Site clearance has been completed for 70 of 80 locations; construction has been carried out on 65 foundations and 58 poles have been erected. The Yen Thuy Substation has been energized, while construction of the Thanh Nong Substation has been completed. However, several locations and transmission corridors in An Nghia, An Binh and Lac Luong communes have yet to complete site clearance. The power sector has requested that the remaining site be handed over before August 30, 2026, with the project targeted for energization before September 30, 2026.

The Ky Son–Luong Son 110kV Transmission Line Project has total investment of VND152 billion and is 24.03 kilometers long. It is intended to connect the power grids between Hoa Binh Hydropower Plant’s 220kV Substation and Xuan Mai 220kV Substation, improve power supply reliability and provide connection points for industrial parks and industrial clusters. Site clearance has been completed for 57 of 67 locations, while 45 foundations and 32 poles have been constructed.
Remaining obstacles are concentrated in Luong Son Commune and Ky Son Ward, including locations affected by overlapping planning and several sections requiring a review of documentation due to discrepancies between actual land use and land-use right certificates. The power sector has requested that the site be handed over before August 30, with energization targeted for October 31, 2026.
The Tan Lac 110kV Transmission Line and Substation Project has total investment of VND186 billion and will supply electricity to the Cao Phong area and Bo Trai Song Da Industrial Park. Site clearance has been completed for 46 of 65 locations, while construction of the substation is underway. Difficulties in Cao Phong Commune concern locations on land designated for national defense and security purposes, while Muong Thang Commune is appraising compensation plans for all 14 locations. The power sector has requested that approval, payment and site handover be completed before August 30, 2026, with the entire project targeted for energization before December 31, 2026.
The Kim Boi 110kV Transmission Line and Substation Project has total investment of more than VND119 billion. The double-circuit transmission line is approximately 13 kilometers long and will supply electricity to the Kim Boi area and projects developed by Sun Group. To date, site clearance has been completed for 35 of 37 locations, while the substation and most of the transmission line have been completed. Notably, one household in Cao Duong Commune has yet to agree to the site-clearance process. The power sector has requested that the necessary procedures be completed and the site handed over so that the project can be energized before September 30, 2026.
Regarding the 110kV Transmission Line from Hoa Binh 220kV Substation to Hoa Binh 110kV Substation, the project has total investment of approximately VND19.127 billion. It is intended to prevent overloading on the existing line and ensure power supply for the Hoa Binh area, industrial parks, industrial clusters and major projects. Phase 1 was energized in April 2023, but site clearance has so far been completed at only two of nine locations. In Hoa Binh Ward, the compensation plan has been completed but compensation for all 14 affected households has yet to be approved. The power sector has requested that approval, payment and site handover be completed before September 30, 2026, with full energization targeted for December 31, 2026.
At the meeting, commune and ward authorities reported that, in general, site-clearance work no longer faced major obstacles. The localities committed to resolving the remaining issues before the proposed deadlines to ensure project progress. However, obstacles remain on the Ky Son–Luong Son 110kV Transmission Line in the section passing through Luong Son Commune, where overlapping planning requires additional time to resolve, as well as on the Kim Boi 110kV Transmission Line and Substation Project, where one household in Cao Duong Commune has yet to agree to site clearance.
Speaking at the meeting, Secretary of the Provincial Party Committee Pham Dai Duong asked communes and wards to maintain a high level of focus on resolving bottlenecks and prevent localized obstacles from affecting overall progress. Issues falling under the authority of communes and wards must be handled proactively without waiting for higher-level direction.
At the same time, the power sector must proactively prepare resources, materials and equipment and commence construction as soon as sites become available. In cases where affected households have been fully informed, mobilized and explained the relevant policies, and all legal conditions have been met, but they deliberately refuse to cooperate, local authorities must urgently complete the required documentation and procedures in accordance with regulations to take necessary measures, ensuring that project progress is not affected.
The Secretary of the Provincial Party Committee requested that all agencies, units and local authorities in areas where the projects are being implemented maintain close contact with grassroots communities and strengthen communication and mobilization efforts so that households can promptly hand over sites to investors, enabling the projects to be completed and energized on schedule and preventing key power projects from being delayed due to subjective causes.
