Dam Vac Lake Master Plan to Become a Landmark for Landscape, Tourism and Services

On the morning of July 14, Vu Viet Van, Member of the Provincial Party Committee’s Standing Board and Vice Chairman of the Provincial People’s Committee, chaired a meeting to review the 1:500 detailed planning scheme for the renovation and enhancement of the spatial, architectural and landscape design of Dam Vac Lake and its surrounding area in Vinh Yen and Vinh Phuc wards. The meeting was attended by representatives of relevant provincial departments, local authorities and agencies.

The planning scheme covers an area of approximately 320 hectares and aims to create a distinctive spatial, architectural and landscape identity for the province’s central urban area while meeting long-term development objectives. It proposes a rational land-use structure and functional zoning to maximise the lake’s potential for commercial services, tourism, resort development, cultural activities, sports and recreation, ultimately creating an attractive destination for both local residents and visitors.

Addressing the meeting, Vice Chairman Vu Viet Van stressed that the Dam Vac Lake area has been identified as one of the province’s key destinations for high-quality tourism, leisure, and entertainment services. He noted that the area plays a significant role in the urban development of Vinh Yen in particular and Phu Tho Province as a whole.

He requested that the planning scheme carefully assess route alignments and technical solutions for both onshore and waterside expansion, as well as the construction of a pedestrian promenade encircling the lake. He also called for clear planning of green park areas and commercial-service land, the development of an operational framework for water regulation and lake water levels, and effective connectivity between the proposed development and existing projects in the surrounding area.

The Vice Chairman encouraged enterprises with projects in the Dam Vac Lake area to work together to ensure the successful implementation of the planning scheme. He also instructed relevant departments to identify and allocate appropriate funding for the project. The Department of Construction and the consulting unit were requested to incorporate comments from the meeting and finalise the planning scheme for submission to the Provincial People’s Committee at the earliest opportunity.

During the meeting, the Department of Finance also presented proposals regarding the transfer of the management and operation of electrical infrastructure constructed under projects financed by the World Bank (WB), the Asian Development Bank (ADB), and the OPEC Fund for International Development (OFID).

For the Vinh Phuc Water Resources and Flood Management Project, the department proposed transferring the operation of pumping stations, medium-voltage power lines and transformer stations to Vinh Phuc One Member Co., Ltd. for Irrigation.

Regarding the Secondary Cities Development Programme, it proposed assigning the electrical infrastructure of two component projects—the Vinh Yen Drainage and Wastewater Treatment Project (Phase II), currently under construction, and the University Village Infrastructure Backbone Road Project, which is expected to commence construction in October 2026—to the Vinh Phuc Regional Land Development Centre for asset management and operation.

For the lighting system, landscaping, and decorative poles associated with the Dam Vac Bridge Project, the department proposed transferring responsibility for the entire electrical network, transformer stations and street lighting system to the People’s Committee of Vinh Yen Ward.
