On the afternoon of July 10, Vu Viet Van, Member of the Provincial Party Standing Committee and Vice Chairman of the Phu Tho Provincial People’s Committee, chaired a meeting to hear a report from the Department of Construction on the implementation of social housing projects in the Vinh Phuc area.
According to the Department of Construction, the Vinh Phuc area currently has 11 housing development projects, including three dedicated social housing projects and eight urban and residential development projects that have reserved the mandatory 20% land fund for social housing construction. Among these, seven commercial housing project developers have also been designated as investors responsible for developing the social housing components.
At present, four projects have exceeded the implementation period specified in their investment policy approval decisions; one project has been terminated; one project is associated with an investor currently under criminal investigation and prosecution; while the Vinaconex Xuan Mai Low-Income Housing Project has been substantially completed. Overall, many social housing projects in the Vinh Phuc area are progressing more slowly than originally approved.

During the meeting, representatives of provincial departments, local authorities, and relevant agencies reviewed the difficulties and obstacles affecting project implementation while identifying the shortcomings of each project. Project developers also proposed a number of measures to mobilize resources and accelerate construction.
In his concluding remarks, Vice Chairman Vu Viet Van emphasized that developing social housing is a responsibility of investors undertaking urban development and residential projects. He instructed project developers to actively resolve existing difficulties, mobilize sufficient resources, and promptly implement their projects in accordance with the approved investment schedules.
He also directed provincial departments, agencies, and local authorities to strengthen coordination and provide timely support in addressing administrative and implementation obstacles.
For projects that have experienced prolonged delays and whose investors no longer possess sufficient capacity or fail to meet implementation requirements, the Vice Chairman instructed relevant authorities to review each case and advise the Provincial People’s Committee on revoking the projects in accordance with the law.
