On the afternoon of June 11, Mr. Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee, chaired a meeting to review the progress of the compensation, support, and resettlement component of the Canh Tang Reservoir Project.

Also attending the meeting were Mr. Dinh Cong Su, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, along with leaders of relevant departments and agencies. The meeting was held in both in-person and online formats, connecting the Provincial People’s Committee headquarters with three commune-level venues in Dai Dong, Yen Phu, and Lac Son.

According to a report from the Department of Agriculture and Environment, the compensation, support, and resettlement component of the Canh Tang Reservoir Project has a total investment of more than VND 1.727 trillion.

To date, all eight resettlement sites, two flood-avoidance roads, and the reservoir basin clearance works have been completed and put into operation, helping ensure stable living conditions for residents affected by the project.

Regarding site clearance for the project’s main structures, 780.52 hectares out of a total of 993.94 hectares have been acquired, reaching approximately 78.5 percent. The remaining 213.42 hectares have not yet been cleared due to difficulties related to resettlement land allocation and the issuance of land-use right certificates to resettled households.

For the water supply pipeline component, which extends more than 29 kilometers, site clearance had been completed for 19.517 kilometers as of June 10, 2026, equivalent to 67.26 percent of the total length. Approximately 9.5 kilometers remain unresolved, mainly in Yen Phu, Lac Son, and Dai Dong communes.

Specifically, Yen Phu Commune still has 700 meters pending handover due to compensation issues involving nine households and the relocation of five low-voltage electricity poles. Lac Son Commune has 1.2 kilometers affected by compensation plans for 60 households that have not yet been approved. Dai Dong Commune still has 7.6 kilometers involving 151 households for which site clearance plans have not been finalized.

Regarding capital disbursement, cumulative disbursement has reached nearly VND 1.624 trillion out of a total allocated budget of more than VND 1.662 trillion. For the 2026 capital plan alone, VND 5.1 billion has been disbursed, reaching 12.7 percent of the annual target.

Addressing the meeting, Vice Chairman Dinh Cong Su requested departments, sectors, and commune-level authorities to continue strengthening coordination and focus on resolving outstanding difficulties and obstacles in order to accelerate project implementation.

He also urged the Hoa Binh Regional Land Development Center to direct its professional staff to increase working hours and proactively coordinate with local authorities, including outside normal administrative hours, to promptly address arising issues and ensure progress targets are met.

The Vice Chairman further proposed that the Department of Agriculture and Environment assign specialists to work directly with local communes to provide guidance and support in addressing policy and procedural issues for affected residents. Secretaries of commune Party Committees and Chairpersons of commune People’s Committees were asked to demonstrate a strong sense of responsibility, strengthen leadership and direction, and mobilize the entire political system to ensure project components are completed on schedule.

Concluding the meeting, Chairman Tran Duy Dong emphasized that the Canh Tang Reservoir Project is a key infrastructure project of great importance to socio-economic development and water security for production and daily life. Therefore, departments, sectors, local authorities, and relevant agencies must regard it as a priority political task and focus all efforts on resolving obstacles and ensuring project progress.

He requested the Hoa Binh Regional Land Development Center to urgently finalize and submit all remaining compensation and site clearance plans for approval before June 15, 2026. The People’s Committees of Yen Phu, Dai Dong, and Lac Son communes were instructed to complete the appraisal and approval of compensation plans and resettlement land allocation according to established timelines, while intensifying public communication and mobilization efforts to gain residents’ support for land handover.

The Hoa Binh Regional Project Management Board was assigned to coordinate with the electricity sector and relevant units to complete the relocation of 37 electricity poles and one transformer station before June 30 to facilitate pipeline construction. The Department of Industry and Trade was tasked with leading efforts to review and resolve issues related to power infrastructure and ensure timely site handover.

The Chairman also assigned the Department of Agriculture and Environment to continue coordinating with relevant departments and agencies to assist local authorities in resolving issues related to land prices, compensation, support, and resettlement. The department was also instructed to regularly monitor progress and promptly report matters beyond its authority to the Provincial People’s Committee.

In addition, local authorities, departments, and agencies are required to submit weekly progress reports to the Chairman of the Provincial People’s Committee to facilitate timely direction and resolution of difficulties.
