Phu Tho Accelerates Industrial Infrastructure Development, Attracts Strategic Investors

With its strategic location adjacent to Hanoi, synchronized infrastructure, and open investment policies, Phu Tho Province is emerging as one of the most attractive destinations for strategic investors both at home and abroad.

Recognizing industry as the core driver of socio-economic development and improved living standards, Phu Tho has proactively developed comprehensive planning and made strong investments in infrastructure. According to the provincial plan for the 2021–2030 period, with a vision to 2050, approved by the Prime Minister for the three provinces of Phu Tho, Hoa Binh, and Vinh Phuc (former administrative region), the area is expected to have 58 industrial zones (IZs) by 2050. As of September 2025, Phu Tho had established 28 IZs with a total area exceeding 5,800 hectares. Of the remaining 30 IZs (covering over 7,437 hectares by 2030), eight have had their detailed zoning plans approved, serving as a basis for investment policy approval, while the other 22 are still under review.

Ba Thien II Industrial Zone has become a prime destination for strategic investors.

After the administrative boundary rearrangement, the province’s industrial planning has been adjusted toward concentration and regional linkage. Industrial zones such as Phu Ha, Trung Ha, Phu Ninh, Thang Long Vinh Phuc, Ba Thien II, and Song Lo II are being heavily invested in transport, electricity, water, telecommunications, and logistics infrastructure — ready to welcome capital flows in manufacturing, electronics, precision engineering, and supporting industries.

Located on the Northern Economic Corridor, Phu Tho enjoys convenient connections to major centers via the Noi Bai–Lao Cai Expressway, National Highways 2 and 32C, significantly shortening the transport time of goods to Hanoi, Noi Bai International Airport, Hai Phong Port, and key industrial hubs.

In addition, the province boasts a young, abundant, and competitively priced labor force — a major advantage compared to neighboring localities. Phu Tho has also implemented flexible investment incentives such as corporate income tax exemptions and reductions; land lease and site clearance support; vocational training and recruitment according to business demand; infrastructure investment up to project sites; and one-stop administrative procedures. The Provincial Management Board of Industrial Zones and the Investment Promotion and Enterprise Support Center have operated effectively, acting as direct bridges between the government and enterprises throughout the project lifecycle.

By 2030, Phu Tho aims to become a regional center for industry, commerce, logistics, tourism, healthcare, and high-quality education in the Northern midland and mountainous area. The province prioritizes high-tech and environmentally friendly industries deeply integrated into global supply chains. Newly developed IZs are designed under green, smart, and sustainable models, applying advanced digital and automation technologies.

Thanks to its sound strategies and attractive investment environment, over the past five years, Phu Tho has attracted nearly 600 domestic projects with a total registered capital of more than VND 171 trillion, and 230 FDI projects worth over USD 3.5 billion. The number of operating enterprises has surpassed 37,500. Total budget revenue for the 2020–2025 period is expected to reach nearly VND 245 trillion, including an estimated VND 52 trillion in 2025 alone.
