Phu Tho: Moving Steadily Toward Becoming a High-Tech Industrial Center

Following the process of administrative merger and restructuring of its development space, Phu Tho Province is asserting a new position within the economic landscape of the Northern Midlands and Mountains. With an area of over 9,361 km2 and a population exceeding 4 million, the locality has formed a large-scale intra-regional market. This provides favorable conditions to attract and spread investment flows, with high-tech industry identified as the central driver.

Phu Tho has been a “safe harbor” for many major investors, including Toyota Motor Vietnam.

Leveraging its proximity to the capital and convenient international transport connectivity, many major corporations highly value Phu Tho’s market access, human resources, and logistics system. Consequently, in 2025, the province recorded impressive investment results: total FDI reached over 1.5 billion USD (exceeding the plan by 143% and increasing by 64% year-on-year), while domestic investment reached approximately 260.5 trillion VND, a 3.6-fold increase compared to 2024.

Transport infrastructure is considered the vital foundation for economic breakthroughs. The Noi Bai - Lao Cai Expressway serves as the primary connection axis, linking the province’s industrial parks with international border gates and Northern seaports. Additionally, the IC2 and IC5 interchanges are being upgraded to enhance transport capacity.

Furthermore, the Lao Cai - Hanoi - Hai Phong high-speed railway project, which passes through the province, is expected to make Phu Tho a crucial link in the regional logistics network, reducing shipping times and costs for businesses. Alongside strategic routes, the provincial and inter-district road systems are also being invested in synchronously to ensure effective connectivity between industrial parks, residential areas, and production zones.

Phu Tho Province continues to dedicate significant resources to attracting FDI enterprises.

The province focuses not only on physical infrastructure but also on improving the investment environment through administrative reform and the construction of a service-oriented government. The “One-stop-shop” mechanism has been effectively implemented, shortening procedure times and reducing costs for investors.

Local authorities commit to accompanying businesses throughout the project lifecycle—from survey and implementation to operation. Incentives regarding corporate income tax, land rent, and labor training support are flexibly applied, with priority given to high-tech and innovation projects.

These efforts are clearly reflected in economic indicators. In 2025, the province’s economic growth rate reached 10.52%, among the highest in the country. Average GRDP per capita exceeded 114 million VND, and budget revenue reached over 60,000 billion VND. Industry remains the main engine, with the Industrial Production Index (IPI) increasing by 26.8%, and the manufacturing sector alone rising by nearly 30%.

The presence of major FDI enterprises has been instrumental in forming a local industrial ecosystem. A prime example is Honda Vietnam, which has been with the province for nearly three decades. Currently, the company operates three motorcycle plants and one automobile plant with a total annual capacity of 2.75 million motorcycles and 35,000 automobiles. The milestone of the 40 millionth motorcycle rolling off the assembly line in June 2025 stands as a testament to the sustainable development of the business and its leadership in the mechanical manufacturing industry.

Phu Tho continues to strengthen links with universities and research institutes in Hanoi to train high-quality human resources, gradually forming a synchronous technological ecosystem.

Moving into the 2026-2030 period, Phu Tho aims to shift from broad to deep development, focusing on the quality of growth. According to the orientation, the value-added of the industry-construction sector will increase by an average of 14.5-15.5% annually, contributing approximately 50% of the province’s GRDP by 2030. The province plans to build at least one high-tech industrial park in the former Vinh Phuc area, focusing on attracting fields such as semiconductor chips, artificial intelligence (AI), and digital technology.

Along with attracting strategic investors, the province emphasizes enhancing the capacity of domestic enterprises through digital transformation, energy efficiency, and technological innovation. Seven key product groups—including electronic components, automobiles and parts, mechanical manufacturing, pharmaceuticals, and new construction materials—are targeted for development to increase market competitiveness.

With an expanded development space, favorable geographical location, and high political determination, Phu Tho is step-by-step asserting its new role on Vietnam’s industrial map.
