On the morning of June 26, as part of the fifth edition of the Entrepreneurs' Coffee programme, Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Phu Tho Provincial People’s Committee, chaired a working session to consider a proposal by Vinh Thinh Construction–Service Co., Ltd. to adjust its investment project in Tam Dao Commune.

The meeting was attended by leaders of the provincial Departments of Finance; Construction; Agriculture and Environment; the Office of the Provincial People’s Committee; the Provincial Investment Promotion and Business Support Center; and representatives of Tam Dao Commune.
During the meeting, Vinh Thinh Construction–Service Co., Ltd. reported on the implementation of its Cold-water Aquaculture for Tourism project in Tam Dao Commune. The project was granted an investment certificate in 2013 with a total registered investment of more than VND 10 billion.
According to the company, implementation has encountered numerous difficulties due to an insufficient natural water supply and severe damage caused by natural disasters and landslides, which significantly affected the project’s initial infrastructure. Based on the site’s actual conditions and the area’s development orientation, the company proposed changing the project’s objective to a commercial and service development named Sen Vang Culinary and Integrated Tourism Services Complex, with total investment increasing to more than VND 27 billion.
After hearing the company’s presentation and opinions from provincial departments and local authorities, Chairman Tran Duy Dong expressed his understanding of the difficulties faced by the investor while also pointing out longstanding shortcomings in investment management and construction order in the area.
He stressed that supervision and monitoring of the project had been inadequate, exposing significant weaknesses in project management. He also noted that the investor had failed to comply with the approved construction permit by building several structures that differed from the licensed design.
Regarding the company’s request to convert the project into a commercial and service development, the Provincial People’s Committee decided not to consider the adjustment at the present time.

The Chairman assigned the Department of Construction to take the lead, in coordination with relevant departments and Tam Dao Commune People’s Committee, in establishing an inter-agency inspection team to comprehensively review the entire licensing process, from the issuance of the investment certificate to construction permits. The inspection will also assess geological safety at the project site and examine the project’s compatibility with the overall planning of the Tam Dao area.
He requested the inspection team to clarify the responsibilities of all relevant organizations, individuals and the investor for shortcomings in project management, conduct a thorough review of accountability, and strictly handle any violations of construction regulations. Based on a comprehensive comparison with the provincial master plan, subdivision planning and land-use planning, the team is required to submit a report together with recommendations for a final resolution to the Provincial People’s Committee before July 15, 2026.
Chairman Tran Duy Dong also instructed the authorities of Tam Dao Commune to strengthen state management of land use, proactively inspect and promptly prevent unauthorized land filling, excavation and activities that damage the ecological landscape, thereby ensuring the sustainable management and effective utilization of land resources to support local socio-economic development.
