Phu Tho Provincial Delegation Visits and Holds Working Sessions in Bozhou City and Pacific Construction Group in Shanghai (China)

Following the itinerary of attending the Regional Comprehensive Economic Partnership (RCEP) Local Governments and Sister Cities Forum in China, from May 29 to 30, a high-ranking delegation from Phu Tho Province, led by Mr. Quach Tat Liem—Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—visited and held working sessions with the leadership of Bozhou City (Anhui Province) and Pacific Construction Group in Shanghai.

During the working session with Ms. Chen Fenglao—Secretary of the Bozhou Municipal Party Committee—the leadership of Phu Tho Province expressed deep interest in Bozhou’s supply chain digitalization model. Globally renowned as the “World Capital of Traditional Chinese Medicine,” Bozhou currently possesses one of the world’s most sophisticated and comprehensive ecosystems for traditional medicine and agricultural logistics.

For Phu Tho—a locality endowed with expansive agricultural land reserves and rich biodiversity following its recent spatial development expansion—Bozhou’s expertise in engineering a high-value medicinal herb value chain offers invaluable lessons. These insights will help the province materialize its strategic milestone of transforming into a premier, high-quality medical and pharmaceutical hub of the region.

Bozhou’s historic triumphs stem from anchoring its brand equity through trace-and-track systems powered by Artificial Intelligence (AI) and Enterprise Resource Planning (ERP). This serves as the “master key” for Phu Tho to unlock and upscale the value of agricultural products and medicinal herbs native to the Ancestral Land. Tightening bilateral cooperation with Bozhou will catalyze Phu Tho’s aggressive transition from exporting raw, unprocessed materials to the deep processing of herb-infused Food and Beverage (F&B) products, fully satisfying the strict compliance standards of premium markets within the RCEP community.

In Shanghai, the provincial delegation engaged in a strategic dialogue with the executive board of Pacific Construction Group. Ranking as one of the largest private construction conglomerates globally, the group commands unmatched fortés as a holistic master infrastructure developer.

Against the backdrop of Phu Tho aggressively dismantling bottlenecks in logistics infrastructure and inter-regional connectivity, Pacific Construction Group’s explicit interest in conducting investment research into specialized, tech-heavy industrial parks and modern logistics networks within the province stands as a highly positive signal. This partnership promises to inject systematically planned, long-term strategic development solutions into the locality.

To date, with 742 active FDI projects representing an aggregate registered capital pool of nearly 14 billion USD, Phu Tho has firmly cemented its status as a highly magnetic destination for global financiers. Remarkably, Chinese investors currently command approximately 26% of the province’s total FDI capital footprint, anchoring 180 projects valued at 3.57 billion USD.

This robust foundation builds unshakeable confidence for the province to continuously roll out the red carpet, enabling global conglomerates backed by superior financial and technological capabilities—such as JD.com, Geely, and Pacific Construction Group—to conduct on-site surveys and deploy landmark, iconic projects. These initiatives will directly fuel the province’s grand vision of prosperous transformation by 2045.

The diplomatic mission to China by the Phu Tho provincial delegation concluded with resounding success and highly substantive outcomes, carving out a promising new chapter in the locality’s foreign affairs and international cooperation.
