On July 8, the Phu Tho Provincial People’s Committee convened its Second-Quarter Administrative Meeting to review the province’s socio-economic performance during the first six months of 2026 and outline key tasks for the remainder of the year. The meeting was held in a hybrid format, connecting the Provincial People’s Committee Office with 148 communes and wards across the province.

The meeting was co-chaired by Pham Dai Duong, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation; Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee; Bui Van Quang, Permanent Deputy Secretary of the Provincial Party Committee; and Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council.
Also attending were Nguyen Manh Son, Deputy Secretary of the Provincial Party Committee; Vice Chairpersons of the Provincial People’s Committee; leaders of the Party Committee of the Provincial People’s Committee; representatives of the Vietnam Fatherland Front, Party committees, the Provincial People’s Council, provincial departments and agencies, and local authorities.

In his opening remarks, Chairman Tran Duy Dong, together with reports presented by Vuong Thi Bay, Director of the Department of Finance, and Ngo Chi Tue, Chief of the Provincial People’s Committee Office, affirmed that Phu Tho’s socio-economic development maintained strong momentum during the first half of 2026.
The province’s GRDP expanded by nearly 11% in the second quarter, bringing first-half growth to 10.18%. With this performance, Phu Tho ranked seventh nationwide, first in the Northern Midlands and Mountainous Region, and was among only nine localities in Vietnam to achieve double-digit economic growth.

Key socio-economic indicators for the first six months of 2026 included: GRDP growth: 10.18%, the highest in the Northern Midlands and Mountainous Region. State budget revenue: VND 34.8 trillion, up 21.5% year-on-year. Foreign direct investment (FDI): Nearly $1.8 billion, almost five times higher than the same period last year and exceeding the province’s annual target. Public investment disbursement: 36.7% of the Prime Minister’s assigned plan, surpassing the national average. |
Alongside robust economic growth driven by a number of large-scale high-tech investment projects, the province also recorded progress in cultural and social development, social welfare, national defense, and public security. Administrative reform, digital transformation, and improvements in government operations also achieved notable results.
During the discussions, participants reviewed the province’s outstanding socio-economic achievements in the first half of the year and proposed solutions to accomplish the 2026 growth target. Discussions focused on identifying growth potential across different sectors and localities, unlocking development resources, and accelerating major investment projects. Delegates agreed on the need to decisively address persistent bottlenecks related to public investment disbursement, land clearance, land administration, investment procedures, and the management of public assets. They also openly discussed practical challenges at the grassroots level and measures to improve the effectiveness of the newly restructured administrative system.
In his directive speech, Provincial Party Secretary Pham Dai Duong acknowledged the decisive leadership of the Provincial People’s Committee as well as the efforts of government agencies, local authorities, and the business community. To ensure the successful fulfillment of the province’s 2026 objectives, he called on the entire political system to focus on three strategic priorities.
First, continue streamlining the organizational structure and administrative apparatus by reviewing and reorganizing administrative units to ensure an efficient, effective system capable of resolving issues promptly at the grassroots level.
Second, adopt a new regional development mindset by using the province’s double-digit growth strategy, the Provincial Master Plan, and subdivision plans as guiding frameworks, while reassessing the comparative advantages of each region to support long-term development.
Third, take decisive action to remove financial bottlenecks by promptly allocating the remaining VND 4 trillion of public investment capital planned for 2026 and addressing institutional obstacles that continue to hinder implementation.
He also urged departments and local authorities to continue promoting comprehensive cultural and social development, strengthen social welfare for ethnic minority communities, improve disaster preparedness, ensure thorough preparations for the upcoming school year, and continue implementing the “500-Day Campaign” to search for, recover, and identify the remains of fallen soldiers.

In his concluding remarks, Chairman Tran Duy Dong instructed all provincial departments, agencies, and local authorities to immediately translate the Provincial Party Secretary’s directives into concrete action plans. He also called for maximum efforts to complete seven resolutions and development projects implementing the Resolution of the First Provincial Party Congress, fulfill six key tasks under the Provincial Party Committee’s 2026 work program, and effectively implement Politburo Resolution No. 57.
Priority tasks include continuing the 180-day campaign to complete cadastral surveys, land registration records, and the provincial land database; fulfilling the province’s 2026 social housing targets; completing the handling of 538 surplus public land and property facilities; and resolving difficulties affecting 149 delayed investment projects before December 31, 2026.

Chairman Tran Duy Dong assigned specific responsibilities to provincial departments, agencies, and local authorities for the second half of the year, emphasizing that performance would be measured through tangible outcomes, including economic growth, public investment disbursement, completed projects, resolved bottlenecks, and the satisfaction of citizens and businesses.
"The results achieved during the remaining six months of the year must not be delayed by citing objective difficulties. Every effort must be measured by concrete indicators: growth rates, disbursement rates, completed projects, resolved bottlenecks, and the satisfaction of citizens and businesses," the Chairman stressed.
The conference also collected comments on two draft development plans: the Phu Tho Tourism Development Plan for 2026–2030 and the Phu Tho Technical Infrastructure Development Plan for 2026–2030.
