Phu Tho Steps Up Efforts to Remove Land Clearance Bottlenecks at Industrial Parks in the Former Vinh Phuc Area

This was the key directive issued by Tran Duy Dong, Alternate Member of the Party Central Committee and Deputy Secretary of the Provincial Party Committee and Chairman of the Phu Tho Provincial People’s Committee, during an inspection of several industrial parks in the former Vinh Phuc area on the afternoon of July 4. The inspection delegation also included leaders of relevant provincial departments, agencies, and local authorities.

The delegation’s first stop was Song Lo II Industrial Park, developed by Vinh Phuc Infrastructure Development Joint Stock Company. The project covers 165.65 hectares with a total investment of more than VND 1.763 trillion. To date, more than 152 hectares have been allocated to the developer, and nearly 30 hectares of cleared industrial land have been completed. However, the project continues to face difficulties in site clearance for the remaining area, as several households have obstructed construction activities on land already handed over to the investor.

Following the site inspection, Chairman Tran Duy Dong emphasized the need for local authorities to work closely with investors in carrying out land clearance in order to create a ready land fund for the next wave of investment. He instructed Song Lo Commune to strengthen public communication and encourage affected residents to comply with compensation plans, while proactively preparing compulsory land recovery measures in accordance with the law for cases of non-compliance. The province aims to complete site clearance by September 2026 and hand over the remaining cleared land to the investor. He also urged the developer to concentrate resources on accelerating the completion of technical infrastructure, targeting completion within 2026, and to develop the industrial park as a green, modern, and sustainable industrial zone.

The delegation then inspected Thai Hoa – Lien Son – Lien Hoa Industrial Park (Zone II – Phase 1), invested by AMANE Investment Joint Stock Company, covering more than 145 hectares. The project has completed synchronized infrastructure, including transportation, electricity, water supply, drainage, wastewater collection, and a centralized wastewater treatment plant with a capacity of 2,000 cubic meters per day, which is currently undergoing trial operation. The industrial park has achieved an occupancy rate of more than 50% and has attracted 16 investment projects with a combined registered capital exceeding VND 4.247 trillion, creating approximately 5,000 jobs.

Chairman Tran Duy Dong commended the efforts of the developer and local authorities in land clearance and instructed Thai Hoa and Lien Hoa communes to complete the remaining site clearance by August 2026. He also requested the Provincial Industrial Parks Management Board to promptly issue investment certificates to eligible enterprises so they can begin factory construction. At the same time, the developer was instructed to strictly comply with environmental protection regulations, ensure the effective operation of the wastewater treatment system, and continue developing the industrial park according to green industrial park standards.

The delegation also inspected the planned site of Tam Duong II Industrial Park – Zone B, where Imarket Vietnam Co., Ltd. is conducting investment studies. Chairman Tran Duy Dong noted that the area has significant advantages and is well suited for the development of a large-scale industrial park. The Provincial Industrial Parks Management Board is currently preparing a 1:2,000 subdivision plan for the area. However, because many households still reside within the planned site, securing public consensus will be essential for future implementation.

He instructed the Management Board to complete the subdivision planning on schedule, while local authorities were directed to prepare resettlement land and intensify public awareness efforts to facilitate future land clearance once the project is officially launched.

The delegation also inspected Tam Duong II Industrial Park – Zone A, which covers more than 135 hectares. More than 100 hectares of cleared land have already been handed over, and the park has attracted nine secondary investment projects. Nevertheless, implementation has been slower than expected, with several infrastructure components still unfinished and more than 30 hectares yet to undergo land clearance.

During the inspection, Chairman Tran Duy Dong openly criticized the developer for the prolonged delays and instructed the Provincial Industrial Parks Management Board to review the project’s implementation process and clarify the responsibilities of all relevant parties. The investor was required to provide a specific timetable for completing legal procedures, environmental protection facilities, transportation infrastructure, landscaping, and all remaining project components in accordance with its commitments.

The final inspection took place at Tam Duong I Industrial Park – Zone 2, invested by Son Ha International Joint Stock Company, covering nearly 157 hectares. More than 103 hectares have been handed over to the investor, while approximately 53 hectares remain uncleared. Delays in the construction of resettlement areas have directly affected land handover progress.

The Chairman instructed the Department of Agriculture and Environment to assist with land surveys and inventory work, while the Department of Industry and Trade and Phu Tho Power Company were tasked with relocating power infrastructure within the project area. Local authorities were directed to complete resettlement areas by October 2026, with the objective of finishing all land clearance and handing over the entire cleared site to the investor by the end of the year.

On the same day, Chairman Tran Duy Dong also inspected construction progress at Nam Binh Xuyen GreenPark Industrial Park and its wastewater treatment plant, which is being built by TNT Environmental Consulting and Construction Company.

Concluding the inspection, Chairman Tran Duy Dong emphasized that industrial park development is one of the province’s key drivers for achieving its double-digit economic growth target. He called on provincial departments, local authorities, and project developers to strengthen their sense of responsibility and take decisive action to remove bottlenecks, particularly those related to land compensation and site clearance. He also stressed the importance of attracting environmentally friendly, high-tech investment projects to develop a network of green and modern industrial parks, laying a solid foundation for the province’s socio-economic development in the years ahead.
