On the afternoon of December 25, under the chairmanship of Provincial Party Secretary Truong Quoc Huy, the Standing Committee of the Provincial Party Committee held a meeting to deliberate and approve several key contents.

At the meeting, delegates focused on discussing the proposal regarding the adjustment of the Phu Tho Provincial Planning for the 2021–2030 period, with a vision to 2050. The discussions centered on the planning of the connecting transport network, the system of urban areas, and housing developments across the province. During the adjustment process, emphasis was placed on reviewing and aligning with National Planning and Sectoral Planning to ensure synchronization, consistency, and compliance with national defense and security requirements.

In his concluding remarks, Secretary Truong Quoc Huy agreed with the proposed adjustments, particularly regarding transport planning, the development of luxury resorts, golf courses, and the system of industrial zones and clusters. The Secretary emphasized Phu Tho’s development orientation: moving towards a green and sustainable model to become a hub for resort tourism, high-tech industry, trade, logistics, healthcare, and high-quality training. He firmly stated that the province would not attract industries with high risks of environmental pollution.

The Secretary noted that tourism planning must create distinct destinations integrated with community spaces and local livelihoods. He tasked the Party Committee of the Provincial People’s Committee with researching the development planning for the Hoa Binh Reservoir tourism area to create a major tourism highlight for the province, attracting both domestic and international tourists while providing livelihoods for residents.

In the industrial sector, the planning of industrial parks (IPs) must prioritize environmental factors, with a preference for “Green Industrial Parks” to attract major high-tech and eco-friendly investors. Industrial clusters (ICs) should be prioritized in disadvantaged areas to create jobs, while investment in craft village industrial clusters is essential to ensure environmental protection and sustainable development.

Furthermore, the Secretary requested a continued review to perfect all plans. The transport network should be designed for high connectivity, tailored to the specifics of each urban area and linkage zone. Planning for industrial zones and clusters must be synchronized with power and water supply, national defense and security, schools, social housing, and fire prevention and fighting. Once the Provincial Planning is approved, sub-zonal plans must be urgently implemented to ensure feasibility and efficiency.

During the session, delegates also provided feedback on adjusting the investment policy for the Hoa Binh – Hanoi regional link road and the Son La Expressway (Hoa Binh – Moc Chau section), as well as the adjustment of the 1/2000 scale construction sub-zonal plan for Trung Ha Industrial Park, among other vital contents.
