On the afternoon of January 8, under the chairmanship of Mr. Bui Van Quang – Permanent Deputy Secretary of the Provincial Party Committee, the Provincial Party Standing Committee convened to discuss several critical matters.

At the conference, after hearing the report from the Provincial Party Committee and People’s Committee on matters related to budget management, public investment, and local support, the Standing Committee of the Provincial Party Committee discussed and agreed on the allocation of additional funds to agencies and units to carry out urgent tasks arising outside the provincial budget allocation for 2025. The allocation of supplementary funds from the central budget (second phase) will focus on investing in infrastructure and logistics to support the restructuring and organization of the apparatus and the implementation of the two-tiered local government model. Financial support will also be provided to agencies, units, and commune-level People’s Committees to effectively care for the people’s lives and ensure conditions for the Lunar New Year; and to support the preparation for the 14th National Congress of the Party, the election of deputies to the 16th National Assembly, and the election of deputies to the People’s Councils at all levels for the 2026-2031 term.
The Standing Committee also approved the allocation of surplus provincial budget revenues to supplement capital for key public investment projects at both provincial and commune levels. Special priority is given to projects in the Vinh Phuc and Phu Tho areas (pre-merger) to ensure continuity and project efficiency.
In his concluding remarks, Mr. Bui Van Quang emphasized: "The allocation must be targeted and purposeful, absolutely avoiding waste or violations in budget management." He directed the Provincial People’s Committee to prioritize funding for administrative restructuring and unfinished public investment projects to stabilize the lives of residents and the working apparatus.
He noted that from now until the end of the year and throughout the transition period of 2026, the volume of arising work remains immense. He requested the Provincial People’s Committee to continue proactively monitoring the actual situation and promptly propose solutions to resolve capital-related difficulties for agencies, units, and localities.
Subsequently, the Provincial Party Standing Committee discussed and reached a consensus to approve the investment policy for the Viet Tri Eco-Urban and Sports Area Project in Hy Cuong Commune, Nong Trang Ward, and Van Phu Ward; the policy to study the alignment and architectural planning for the Red River Landscape Boulevard; the comprehensive adjustment of the 1/2,000 scale zonal planning for Cam Khe Industrial Park; the investment policy and investor approval for the Phu Ninh Industrial Park Infrastructure Construction and Business Project; and the adjustment of the investment policy for the Access Road to Yen Quang Industrial Park combined with residential service.
In his concluding remarks on these matters, the Permanent Deputy Secretary affirmed that the Standing Committee highly agreed with the proposals regarding the aforementioned investment policies and planning. He particularly highlighted the study of the alignment and architectural planning for the Red River Landscape Boulevard connecting with Hanoi. This is identified as a new planning content and a vital dynamic axis that will create an architectural highlight while driving the province’s socio-economic development. To ensure effective implementation, he assigned the Provincial People’s Committee to direct specialized agencies to incorporate feedback from the conference and urgently review and supplement these projects into the provincial planning and relevant sectoral plans, ensuring consistency, synchronization, and a long-term vision.
Regarding urban area and industrial park projects, Mr. Bui Van Quang requested the Provincial People’s Committee to direct the strict execution of investment procedures, land management, and environmental protection in accordance with the law. He placed special emphasis on compensation and site clearance, which must safeguard the legitimate rights of citizens and foster high community consensus during implementation.
Additionally, the Standing Committee agreed to establish 6 Election Committees for the 16th National Assembly across 6 constituencies and 19 Election Committees for the provincial People’s Council for the 2026-2031 term.
