On April 14, Mr. Vu Viet Van — Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — chaired a meeting to hear reports from the Department of Construction and the Department of Finance regarding the implementation of several urban development projects in the area.

Vice Chairman of the Provincial People’s Committee Vu Viet Van provided his comments and directives on the implementation of several urban development projects.
According to the Department of Construction, following the Conclusion of the Standing Committee of the Provincial Party Committee dated August 29, 2025, the Hung Vuong Tower is planned on an area of approximately 5.93 hectares. However, the project faces challenges involving the relocation of businesses from the old Central Market, residents along the railway axis, and the headquarters of the Customs Branch and Phu Tho Telecommunications.
Vice Chairman Vu Viet Van emphasized that this project is a “political determination” of the province, aimed for completion by 2030. As a landmark of national stature and a focal point for cultural and architectural space, the project requires meticulous planning.
The Vice Chairman assigned the Department of Construction to urgently review, adjust, and finalize the general planning; coordinate the identification of new construction sites for agencies and businesses that require relocation; and proactively prepare cost estimates and resettlement arrangements for affected households to ensure harmony and stable livelihoods. At the same time, the Department is to collaborate with the Department of Culture, Sports, and Tourism to develop the requirements and criteria for organizing an architectural design competition for the Hung Vuong Tower. Based on these results, the Project Management Board will implement subsequent steps to ensure the project is completed and operational before 2030.

The Department of Construction reported on the implementation status of several urban development projects.
Regarding the infrastructure of the Quang Loi Urban Housing Project, located across Vinh Phuc and Vinh Yen wards, the Vice Chairman requested a study on a unified management model. The Department of Construction must clarify management boundaries and functions—either based on administrative borders or assigned to a single ward for operation—while gathering public feedback to ensure consensus.
The Vice Chairman provided comments on the proposal for a Provincial People’s Council Resolution on support mechanisms for independent social housing projects through 2030. This includes entrusting provincial budget funds to the Vietnam Bank for Social Policies (VBSP) for social housing loans during the 2026-2030 period. He demanded that the proposal be "clear in legal basis, resources, and support categories."
Regarding the “Viet Lam Commercial Service, Office, and Apartment Building” project, Mr. Vu Viet Van approved the investment policy in principle.
However, functional agencies and the investor are required to carefully calculate the building’s height to ensure architectural and landscape harmony in accordance with the city center’s planning. Furthermore, the boundaries between residential land and commercial service land must be clearly defined in the design dossiers to serve as a legal basis for fulfilling financial obligations and the issuance of Land Use Right Certificates.
