Synchronizing Solutions to Drive “Double-Digit” Growth in the Province

On the afternoon of January 13, a delegation from the Central Policy and Strategy Committee and the Standing Committee of the Steering Committee for the project "Strategic Solutions to Promote “Double-Digit” Economic Growth in the New Era – the Era of Vietnam’s National Rise, linked with the Review of Resolution No. 05-NQ/TW dated November 1, 2016, of the 12th Party Central Committee," held a working session with the Phu Tho Provincial Party Committee. The delegation was led by Mr. Nguyen Thanh Nghi – Member of the Party Central Committee and Head of the Central Policy and Strategy Committee.

The session focused on reviewing the implementation of Resolution No. 05-NQ/TW and discussing solutions and action programs to achieve the target of “double-digit” economic growth for the 2026-2030 period.

The delegation was received by: Mr. Pham Dai Duong – Member of the Party Central Committee, Secretary of the Provincial Party Committee; Mr. Tran Duy Dong – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; along with other Deputy Secretaries, members of the Provincial Party Standing Committee, and leaders of various provincial departments and agencies.

At the conference, the Standing Committee of the Phu Tho Provincial Party Committee reported to the delegation on the results of implementing Resolution No. 05-NQ/TW, dated November 1, 2016, of the 12th Party Central Committee. This resolution focuses on major orientations and policies to innovate the growth model, improve growth quality, labor productivity, and economic competitiveness. The report also highlighted the Provincial Party Committee’s strategic solutions and Action Program to drive “double-digit” economic growth.

Accordingly, after Resolution 05 was issued, the Provincial Party Standing Committees of Phu Tho, Vinh Phuc, and Hoa Binh (prior to the merger) conducted in-depth research and grasped the development perspectives outlined in the Resolution. These were institutionalized into specific goals and indicators within the socio-economic development programs and plans for both five-year and annual periods.

With the determination and involvement of the entire political system, the implementation of Resolution 05 in Phu Tho province has achieved outstanding results across all sectors. The province’s economic growth rate in 2025 reached 10.52%, exceeding the target set by the Government, ranking 1st in the Northern Midlands and Mountains, and 4th out of 34 provinces and cities nationwide. The GRDP at current prices reached 412.4 trillion VND, ranking 6th in the country; GRDP per capita reached 111.4 million VND. Total state budget revenue in the province for 2025 reached 61.7 trillion VND, equivalent to 137% of the estimate assigned by the Provincial People’s Council, an increase of 47% compared to 2024.

Furthermore, significant breakthroughs were achieved in perfecting the socialist-oriented market economy institutions, developing socio-economic infrastructure, enhancing human resources, restructuring the economy, and ensuring national defense and security.

Addressing the conference, Mr. Tran Duy Dong – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee – briefed the delegates on the province’s outstanding socio-economic achievements in 2025 and the growth scenarios for the 2026–2030 period.

To ensure the continued development of Phu Tho’s economy, the Chairman requested the National Assembly, the Government, and the Prime Minister to direct central ministries and agencies to update and adjust the National Socio-Economic Development Strategy for 2021–2030. He emphasized the need for optimal solutions to maintain national macroeconomic stability and ensure major economic balances. Furthermore, he proposed the early completion of regional planning adjustments under the new zoning plan, as well as the refinement of organizational models and regional coordination mechanisms to strengthen intra-regional linkages and promote inter-regional cooperation.

Additionally, he suggested considering new demand-stimulus policies to support businesses, such as extending, deferring, or reducing Value Added Tax (VAT), land rent, and Corporate Income Tax (CIT). He also recommended accelerating VAT refunds and deploying preferential loan packages with interest rate support for enterprises exporting to new markets.

For the 2026–2030 period, Phu Tho aims for an average annual GRDP growth rate (at constant prices) of 11–12%. The province strives to double its GRDP compared to 2025 and reach a per capita GRDP of approximately 220–230 million VND. Total state budget revenue is projected to grow by over 10% annually, aiming to reach 85,000 billion VND by 2030.

To realize these goals, the Phu Tho Provincial Party Committee has issued an Action Program for economic growth for 2026–2030, with a vision toward rapid and sustainable growth until 2045. The program focuses on the effective implementation of the Resolution of the 1st Provincial Party Congress (2025–2030 tenure). It aims to combine scale expansion with a rapid increase in added value across all sectors—agriculture, industry, construction, and services—while fostering new growth drivers, developing economic sectors that contribute positively to the province’s growth, and strengthening administrative discipline and the fight against corruption, negativity, and waste.

In his concluding remarks, Mr. Nguyen Thanh Nghi, Head of the Central Policy and Strategy Committee, highly commended the leadership and management of the Provincial Party Committee and the Provincial People’s Committee in implementing Resolution 05. He affirmed that, following the merger, Phu Tho possesses immense potential for economic growth, particularly in developing satellite cities and strategic industrial zones.

To successfully achieve the “double-digit” growth target, he suggested that Phu Tho province continue to closely follow and effectively implement the Central Government’s economic development guidelines and policies. The province should focus on building a synchronous and modern infrastructure system with strong intra-regional connectivity to effectively exploit its potential and advantages. Furthermore, he emphasized the importance of planning, viewing it as a vital resource and the foundation for attracting investment and realizing local development orientations.

In addition, the province needs to implement a comprehensive set of solutions to create growth momentum in industry, services, and trade. He advised focusing on reviewing and overcoming obstacles to ensure balanced growth in sectors with untapped potential, while tapping into new growth drivers such as the digital economy, green economy, silver economy, night-time economy, and economic activities serving the elderly. Throughout the growth process, the locality must prioritize culture and human factors, placing them at the center and foundation of economic development in the new era.

Speaking at the conference, Provincial Party Secretary Pham Dai Duong expressed his gratitude for the delegation’s contributions and affirmed that Phu Tho province would absorb and study these insights to incorporate them into its Action Program. He committed to assigning specific tasks to each department, agency, and locality to synchronously implement solutions, with a firm determination to successfully achieve the “double-digit” growth target. This will contribute to the rapid and sustainable development of Phu Tho in the New Era – the Era of Vietnam’s National Rise.
