On July 2, Comrade Vu Viet Van - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee (PPC), along with leaders of several departments and sectors, inspected the progress and directed the resolution of obstacles for two projects in Luong Son commune: the Dong Truong Son Luxury Eco-Resort Urban Area; and the Queen’s Valley Leisure and Entertainment Area (a housing project).

The Dong Truong Son Luxury Eco-Resort Urban Area project has a total planned and reclaimed area of 983,395 m2. To date, site clearance work has been carried out for 913,818.4 m2 (reaching approximately 92.92% of the area), with compensation payouts exceeding 78.2 billion VND paid to 68 out of 81 affected households. The investor has been allocated and leased land to implement the project and has been granted a construction permit for technical infrastructure. The enterprise is currently executing construction on items according to the planning, design dossiers, and the granted permit.

The Dong Truong Son Luxury Eco-Resort Urban Area project still faces obstacles related to site clearance work.
However, the project still has 69,576.6 m2 left with incomplete site clearance. Of this, 61,353.1 m2 falls within the administrative boundaries of Luong Son commune, and 8,223.5 m2 falls within the boundaries of Lien Son commune. A number of households have not yet received compensation money or have not yet coordinated in declarations and inventory counting. The verification of land origins, adjustment of administrative boundaries, and the relocation plan for the 35kV power line have not yet been completed.
Notably, local residents reported that during construction, the investor’s leveling and ground modification activities along the Bui River area risk affecting the natural flow. Through field inspection, functional agencies determined that the project’s boundary markers have been staked out on site. However, construction immediately adjacent to the riverbed area poses a potential risk of narrowing flood drainage capacity, causing erosion, and affecting the production and livelihoods of local residents.
The Luong Son Commune People’s Committee has requested the project investor, Legacy Riverside Co., Ltd., to temporarily suspend leveling and infrastructure construction activities along the section bordering the Bui River to continue reviewing, assessing, and handling the situation in accordance with regulations. The Department of Construction has taken the lead in coordinating with relevant departments and sectors to inspect the current status, compile a report, and submit proposals to the PPC for consideration and resolution.

The Queen’s Valley Leisure and Entertainment Area project (a housing project) has a total planned and reclaimed area of 141.7 hectares. To date, 130.9 hectares have undergone site clearance, leaving 5,837 m2 belonging to 10 households with land adjacent to National Highway 6 incomplete, as it falls within the scope of the National Highway 6 expansion planning.

According to the Luong Son Commune People’s Committee, the compensation plan for these households was approved many years ago with a total budget of around 800 million VND. Concurrently, the investor committed to providing an additional total support amount of approximately 31 billion VND. Although local authorities, the Land Fund Development Center, and the investor have repeatedly conducted propaganda and mobilization campaigns, the households have still not reached a consensus and continue to request a higher compensation rate.

Speaking at the inspection session, Comrade Vice Chairman of the PPC Vu Viet Van emphasized that these are two projects of important significance for local urban, service, and tourism development. He requested relevant departments, sectors, the Luong Son Commune People’s Committee, and the investors to focus on closely coordinating to definitively resolve the remaining site clearance bottlenecks, complete legal dossiers, and handle issues related to planning, land, the flow of the Bui River, and technical infrastructure.
The PPC Vice Chairman required that when deploying projects, the investors must ensure strict compliance with legal regulations without affecting the environment, the ecosystem, flood drainage capacity, and the lives of local residents. Concurrently, the locality needs to continue accelerating propaganda and dialogue work to create consensus among the People.
