Vice Chairman Quach Tat Liem Inspects Hoa Binh - Moc Chau Expressway Project Progress

On March 12, a working delegation led by Mr. Quach Tat Liem – Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee – conducted an on-site inspection of the construction progress, compensation, site clearance support, and resettlement efforts for the Hoa Binh - Moc Chau Expressway Project (the section from km19 to km53 within the province).

Vice Chairman Quach Tat Liem hears reports on the project’s progress from the investor and local authorities.

According to progress reports, local authorities have successfully cleared and handed over 32.8km out of 34km, achieving 97% of the target. Specifically, the section through Tien Phong Commune has reached 100% clearance, while Tan Mai Commune has handed over 99% of its assigned area, with only one household and two water supply tanks remaining. Minor bottlenecks persist in Da Bac and Cao Son Communes, where 5 and 12 households, respectively, have yet to be settled. Currently, contractors are coordinating with relevant agencies to relocate technical infrastructure, including power lines and domestic water systems, across these localities.

During the inspection, Vice Chairman Quach Tat Liem highly commended the proactive and urgent working spirit of the construction units, as well as the close supervision provided by local Party committees and authorities. To maintain this momentum, he requested that communes with remaining issues prioritize finalizing site clearance and arranging resettlement for households subject to land recovery, emphasizing that all necessary legal procedures for enforced site clearance must be prepared if required.

In his concluding remarks, the Vice Chairman urged all departments, sectors, and contractors to resolutely resolve any lingering difficulties to accelerate the project. He directed construction units to take full advantage of the favorable early spring weather by mobilizing maximum manpower and resources for continuous operations. The province is determined to complete the project by December 31, 2027—one year ahead of the original schedule.
