On the afternoon of January 30, at the headquarters of the Van Xuan Ward Party Committee (Thai Nguyen), a work exchange conference was held between the three provinces of Bac Ninh, Thai Nguyen, and Phu Tho.
Leaders of the three provinces sign a Memorandum of Understanding (MoU) on cooperation.
The conference was co-chaired by Members of the Party Central Committee: Mr. Trinh Xuan Truong (Secretary of Thai Nguyen Provincial Party Committee), Mr. Vuong Quoc Tuan (Chairman of Thai Nguyen Provincial People’s Committee), Mr. Nguyen Hong Thai (Secretary of Bac Ninh Provincial Party Committee), and Mr. Pham Dai Duong (Secretary of Phu Tho Provincial Party Committee). Also in attendance was Mr. Tran Duy Dong - Alternate Member of the Party Central Committee, Chairman of Phu Tho Provincial People’s Committee, along with other provincial leaders and department heads.

Thai Nguyen Provincial Party Secretary Trinh Xuan Truong delivered the opening remarks at the conference.
Located on Ring Road 5, these three provinces serve as the gateway to Hanoi and are economic hubs of the North. Their proximity to major markets and border gates provides a strategic advantage to become regional centers for industry, services, trade, and logistics.

Secretary of the Phu Tho Provincial Party Committee Pham Dai Duong suggested several orientations for cooperative development among the three provinces in the coming period.
In 2025, the socio-economic development situation in all three provinces remained stable and achieved outstanding results. Thai Nguyen province achieved a growth rate of 6.33%; its economic scale reached VND 195.3 trillion, ranking 22nd out of 34 provinces and cities, and 2nd in the Northern Midlands and Mountains region; per capita GRDP reached VND 114.1 million; and total state budget revenue in the province exceeded VND 29 trillion.
Phu Tho province achieved a growth rate of 10.52%, ranking 4th nationwide and 1st among the Northern Midlands and Mountains provinces; its economic scale reached VND 412.4 trillion, ranking 6th out of 34 provinces and cities, and 1st in the Northern Midlands and Mountains region; per capita GRDP reached VND 111.4 million; and total state budget revenue in the province reached VND 61.7 trillion.

Secretary of the Bac Ninh Provincial Party Committee Nguyen Hong Thai delivered a speech at the conference.
Bac Ninh province achieved a growth rate of 10.27%, ranking 5th nationwide and 4th in the Red River Delta region; its economic scale reached 522.6 trillion VND; per capita GRDP reached 152.5 million VND; and total state budget revenue in the province reached 72.5 trillion VND.

Chairman of the Phu Tho Provincial People’s Committee Tran Duy Dong gave his opinion on important contents of the cooperation agreement.
"Speaking at the conference, leaders of Phu Tho province expressed their sincere gratitude to the Thai Nguyen Provincial Party Committee for hosting this work exchange between the three provinces. They emphasized that the event holds great practical significance, as it coincides with the initial implementation of the Resolution of the 14th National Party Congress and the Resolution of the 1st Provincial Party Congress for the 2025–2030 term."
Expressing high consensus with the discussed topics, Mr. Pham Dai Duong, Secretary of the Phu Tho Provincial Party Committee, proposed several cooperative orientations for the future. The core focus is to reposition the potential and advantages of each region and province to establish strategic development paths, while strengthening cooperation and providing mutual support. He stressed that implementation must be accompanied by concrete plans with clear assignments: “clear people, clear tasks, clear goals, clear timelines, and clear results,” all aiming toward the objective of double-digit growth.

Based on the analysis of their respective potentials and advantages, the leaders of the three provinces signed a cooperation agreement. Key focus areas include:
Efforts will be concentrated on accelerating strategic transport infrastructure projects, with a primary focus on Ring Road 5 connecting to Hanoi, and links to the Hanoi – Lang Son, Hanoi – Thai Nguyen, and Hanoi – Lao Cai expressways. The provinces aim to fast-track ongoing connectivity projects to ensure early integration. Furthermore, they will continue to review, supplement, and finalize investments for roads connecting expressways, national highways, provincial roads, and railways, as well as connections to industrial zones and tourist sites. Inter-provincial investment promotion activities will be held periodically, aligned with the Phu Tho – Thai Nguyen – Bac Ninh economic corridor.

The provinces will increase cultural exchanges and collaborate to develop an inter-linked tourism brand: "The Ancestral Land – Green Tea and Quan Ho Folk Songs." Each locality will focus on developing specific tourism products to enrich the shared value chain. There is a consensus on guiding travel enterprises to establish inter-provincial routes, prioritizing thematic programs that leverage mutual strengths, such as journeys connecting historical and cultural relics. The provinces will also proactively select key tourism projects for joint investment promotion to attract large-scale investors.
The partnership will strengthen the exchange of experience in human resource training, promoting links to supply labor that meets the needs of localities, businesses, and society. A shared web portal will be developed to provide labor demand forecasts, as well as information on wage policies, social insurance, and vocational training across the three provinces to guide students, workers, businesses, and educational institutions.
The three provinces will actively participate in the Northern regional environmental management system. Cooperation will involve inter-regional efforts such as river basin management and the sharing of monitoring data. Regional environmental cleanup campaigns will be implemented, alongside participation in national environmental networks.

Throughout the implementation of this cooperation, Bac Ninh, Thai Nguyen, and Phu Tho will conduct periodic preliminary and final reviews to evaluate progress and orient future phases. This approach aims to bring the partnership into a more profound, substantive, and effective stage for the mutual benefit of the localities, with the ultimate goal of enhancing the material and spiritual well-being of their citizens.
