Accelerating Public Investment Capital Disbursement, Resolutely Fulfilling the Double-Digit Growth Target

On the morning of September 22, Mr. Pham Dai Duong—Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation—chaired a meeting of the Standing Committee of the Provincial Party Committee to give comments on several matters under its authority.

Attending the meeting were the comrades: Bui Van Quang—Permanent Deputy Secretary of the Provincial Party Committee; Bui Duc Hinh—Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Bui Thi Minh—Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Vietnam Fatherland Front Committee; Bui Huy Vinh—Deputy Secretary of the Provincial Party Committee; and Nguyen Manh Son—Deputy Secretary of the Provincial Party Committee. Also present were leaders of the Party Committee of the Provincial People’s Committee, the Provincial Vietnam Fatherland Front Committee, and various departments, boards, and sectors.

At the meeting, the Standing Committee of the Provincial Party Committee provided opinions regarding investment policies for projects: Newly constructing and renovating/upgrading infrastructure for several High Schools to implement Resolution No. 71-NQ/TW on breakthroughs in education and training development; and investing in the construction of the Lap Dinh Lake Mixed Eco-Tourism Urban Area in Xuan Hoa ward, Phu Tho province.

Giving comments on investment policies for these projects, Provincial Party Secretary Pham Dai Duong assigned the Party Committee of the Provincial People’s Committee to carefully review investment demands, construct an appropriate implementation roadmap, and clearly identify schools that require priority deployment first.

He also requested departments and sectors to continue reviewing content related to the Lap Dinh Lake Mixed Eco-Tourism Urban Area Project, ensuring project deployment strictly complies with legal regulations, operates efficiently, and aligns with the province’s development orientation.

Also in the working agenda, the Standing Committee of the Provincial Party Committee heard a report evaluating the socio-economic development situation in the first 9 months of 2026 and key tasks for the final 3 months.

According to the report, under the leadership and direction of the Provincial Party Committee, the decisive and flexible administration of the Provincial People’s Committee, alongside the efforts of the entire political system, the business community, and the public, Phu Tho’s socio-economic performance in the third quarter and first 9 months of 2026 maintained positive growth momentum, with many indicators increasing fairly well year-on-year.

The province’s investment environment continued to improve, and administrative reform—especially administrative procedure reform—was stepped up. The province also focused on removing bottlenecks, efficiently exploiting resources, pushing forward public investment, attracting private investment and FDI, and promoting industrial production as well as trade and services.

To guarantee the fulfillment of socio-economic development objectives, target indicators, and tasks for the fourth quarter and full year 2026 according to the established scenario, Provincial Party Secretary Pham Dai Duong requested the Party Committee of the Provincial People’s Committee, departments, boards, sectors, and localities to continue strictly executing directives, resolutions, conclusions, and guidance from the Central Government and the province—especially the Politburo’s strategic and breakthrough resolutions.

In addition, units need to review 9-month implementation results, identifying target indicators experiencing slowed growth rates or remaining low to apply appropriate solutions, striving to fulfill all socio-economic development plan targets for 2026.

In particular, the Provincial Party Secretary requested the Party Committee of the Provincial People’s Committee to continue leading and directing departments, boards, and sectors to accelerate public investment capital disbursement, rectifying situations where disbursement rates fail to satisfy requirements.

Authorities must focus on unblocking difficulties and obstacles, accelerating site clearance, and creating favorable conditions for projects to deploy early—contributing to securing the double-digit growth target.

Within the framework of the working agenda, the Standing Committee of the Provincial Party Committee reviewed and passed regulations on forms, support norms, management, payment, and settlement of state budget investment capital for projects assigned to residential communities to execute themselves under National Target Programs in Phu Tho province, alongside proposals related to allocating and supplementing funds for several agencies and units to carry out assigned tasks.

Prior to this, the Standing Committee of the Provincial Party Committee heard and agreed on the policy regarding personnel plans for the 1st Congress of the Phu Tho Provincial Association of Victims of Agent Orange/Dioxin, term 2026–2031.
