On the afternoon of September 21, Ms. Phung Thi Kim Nga—Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—conducted a field survey of the proposed construction locations for Te Lo 2 Craft Village Industrial Cluster (Te Lo commune) and Huong Dao Industrial Cluster (Tam Duong commune). Joining the delegation were leadership representatives from several provincial departments, boards, and sectors.

The Te Lo 2 Craft Village Industrial Cluster is proposed for construction across an area of 49.6 hectares, with total projected investment capital of approximately 888.6 billion VND, invested by Kehin Joint Stock Company.
Upon completion, the industrial cluster will feature roughly 28.12 hectares of industrial manufacturing land invested with a synchronized technical infrastructure system, satisfying the production and business operation demands of enterprises. When brought into operation, the industrial cluster is projected to create employment for approximately 3,000 workers.
Surveying the actual current status of the proposed project implementation area, Vice Chairman of the Provincial People’s Committee Phung Thi Kim Nga assigned the Department of Industry and Trade to continue reviewing and fully supplementing legal bases; ensuring the deployment of the industrial cluster aligns with the Master Plan of Phu Tho Province for the 2021–2030 Period, Vision to 2050, and the Urban Development Program of Phu Tho Province for the 2026–2030 Period.
The Vice Chairman emphasized that studying and establishing the Te Lo 2 Craft Village Industrial Cluster must aim toward bringing manufacturing and business households in Te Lo commune into concentrated operations within the cluster. Thereby, step-by-step resolving the situation of intermingled manufacturing inside residential areas, contributing to fire prevention and fighting safety, environmental protection, lawful land use, and building synchronized, concentrated production space.
In Tam Duong commune, according to a report from Huong Dao Industrial Infrastructure Development Joint Stock Company, the Huong Dao Industrial Cluster covers an area of approximately 40.14 hectares, with total projected investment capital of 538.7 billion VND.
Upon completion, the industrial cluster will attract projects in processing, manufacturing, mechanics, electronics, supporting industries, high technology, agricultural processing, food, and environmentally friendly industrial sub-sectors. Notably, within the land-use structure, the project will dedicate substantial acreage to prioritize high-tech enterprises, small and medium-sized enterprises, and innovative startup firms.

Surveying the actual proposed location for constructing Huong Dao Industrial Cluster, Vice Chairman of the Provincial People’s Committee Phung Thi Kim Nga requested the Tam Duong Commune People’s Committee to continue reviewing and clarifying land origin and current land-use status within the proposed project area, with particular attention to forestry land, forest land, and related issues.
She also requested the Department of Industry and Trade to continue reviewing and fully evaluating the feasibility of constructing the Huong Dao Industrial Cluster, guaranteeing strict compliance with legal regulations, aligning with planning, and fitting the province’s industrial development orientation. Thereby, contributing to forming synchronized, concentrated production spaces, promoting industrial development linked with environmental protection, and efficiently utilizing land resources across the province.
