Efforts should focus on resolving difficulties and obstacles related to compensation, land clearance, and speeding up the implementation of the Capital Region Connectivity Infrastructure Project in the Vinh Phuc area, ensuring the project to be completed on schedule. This was the directive given by the Vice Chairman of the Vinh Phuc Provincial People’s Committee, Quach Tat Liem, during a recent inspection of the project’s progress.

The Capital Region Connectivity Infrastructure Project in the Vinh Phuc area (The Beltway 5 route - Hanoi and the section along the Tam Dao Mountain foothill road, connecting Beltway 5 with National Highway 2B to Tay Thien, continuing to National Highway 2C and Tuyen Quang) has a total investment of 1.8 trillion VND with a total length of 26.7 km. The Beltway 5 section – Hanoi Capital Region is 9 km long; the section along the Tam Dao foothill road is approximately 17.7 km (including 1.7 km overlapping with the existing road).
According to the representative of the Vinh Phuc Project Management Board, to date, localities have handed over 11.1/25 km (44%) of the land to the investors and contractors.
In the areas where land has been handed over, the contractors have completed the roadbed construction over 6.6 km; completed the subgrade layer over 2.2 km; asphalted the road surface for 1.75 km; finished 16/72 cross-drainage culverts; and completed the main bridge structure for 7/9 bridges. The contractors are currently working on the removal of organic layers and constructing the roadbed within the newly handed-over land, which spans about 2.3 km. To date, the project’s completed value has reached approximately 370 billion VND.
The staff of the Vinh Phuc Project Management Board and Xuan Hoa Ward’s Project Management Board are reviewing and compiling data on the households with land and property in the land acquisition areas.
Mr. Pham Ngoc Lan, Head of the Bình Tuyền Project Management Board, stated: The implementation of the Capital Region Connectivity Infrastructure Project requires the acquisition of 30.77 hectares in Bình Tuyền. However, up to now, the locality has only been able to complete land identification for 25.546 hectares of agricultural land; the review of households with residential land and property in the acquisition area has been completed; no land has been handed over to the investor due to difficulties in determining land ownership, asset declaration, and land origin identification.
To ensure the progress of land acquisition, Bình Tuyền commune has proposed that the Provincial People’s Committee direct the investor to speed up preparations for the construction of two resettlement areas, complete land acquisition mapping, and allow the commune to proceed with compensation and land clearance in these resettlement zones.
Similarly, compensation and land clearance work in other communes and wards, including Xuan Hoa, Binh Xuyen, Tam Duong Bac, Tam Dao, and Dai Dinh, is facing difficulties and obstacles in determining land origins, land prices, and support packages.
During the inspection of the Capital Region Connectivity Infrastructure Project in Vinh Phuc at the end of September 2025, Vice Chairman of the Provincial People’s Committee Quach Tat Liem urged the relevant departments, industries, and localities to focus on resolving difficulties and accelerating the land compensation and clearance process to hand over the land to the investor. He also emphasized the need to quickly finalize the land price approval procedures, issue regulations on other support packages, and provide the necessary foundation for the compensation process.
The Vice Chairman of the Provincial People’s Committee requested the investor and contractor to closely monitor the construction site, push for progress, arrange reasonable construction schedules, enhance safety monitoring, ensure quality during the construction process, and complete the project on time.
