To promote sustainable development of industrial clusters (ICs), the Provincial People’s Committee has focused on directing relevant departments, sectors, and localities to closely monitor, review investment progress, and assess the operational efficiency of ICs. This approach ensures alignment with local conditions, effective land use, and adherence to legal regulations.
Efforts have been intensified to inspect and expedite infrastructure development within the ICs and attract secondary investors. Significant investments have been made in infrastructure outside the ICs, particularly in transportation systems connecting to highways, national roads, and provincial roads, creating favorable conditions for development.
The province has successfully attracted several investors to develop IC infrastructure projects. Some project components have been completed, meeting essential requirements to support the investment and production plans of enterprises.
As of late June 2024, the province has established 27 ICs with a total area of over 1,445 hectares. Of these, 17 ICs have implemented technical infrastructure development and attracted secondary investors; 2 ICs are in the process of infrastructure development; and 8 ICs are undergoing land compensation, site clearance, and completing procedures related to construction, environmental protection, and fire prevention to invest in infrastructure. These ICs have attracted 175 registered investment projects, including 105 domestic projects with a total registered capital of over 10,000 billion VND, and 70 foreign-invested projects with a registered capital of 776 million USD.
To date, 129 projects within the ICs have become operational, providing stable employment for over 27,000 workers, with an average income of 7 million VND per person per month. The occupancy rate of the ICs has reached over 55%. The investment projects in these ICs have enhanced land use efficiency, contributed to attracting effective investments, generated revenue for the budget, provided jobs and income for workers, and ensured social welfare.
To accelerate the progress of technical infrastructure investment and attract secondary investments in the ICs, the Provincial People’s Committee has directed the Department of Industry and Trade, in coordination with relevant departments, sectors, and localities, to continue effectively implementing breakthroughs in improving the investment and business environment and attracting resources for development. There will be a strong focus on raising awareness of the strategic role of industry as a key sector contributing to economic growth, provincial budget revenues, and local employment.
According to Nguyen Viet Dung, Director of the Department of Industry and Trade, district-level authorities need to decisively direct specialized agencies, commune-level People’s Committees, and mass organizations to mobilize public support for the IC investment projects, expedite land compensation, site clearance, and swiftly transfer land to investors for IC infrastructure development. Investors in IC infrastructure must regularly update their knowledge on attracting secondary investments, real estate market information, and investment promotion activities. They are also required to periodically report to the Provincial People’s Committee (through the Department of Industry and Trade) on the rental prices of technical infrastructure for projects operating within the ICs. This information will serve as a basis for government agencies to invite, promote, and attract investments in the ICs, thereby accelerating the occupancy rate of industrial land within the clusters.
