Affirming a Breakthrough in Infrastructure Construction

To celebrate the 14th National Congress of the Communist Party of Vietnam, Phu Tho province has registered to commence construction and inaugurate 4 out of 237 key, large-scale national projects on December 19, 2025. Up to this point, the province has directed relevant departments, agencies, and localities to coordinate with investors and contractors to ensure the best conditions for these ceremonies. The inauguration and commencement of these large-scale projects serve as a powerful catalyst, creating a “ripple effect” within the community, promoting economic growth, and realizing the province’s strategic breakthrough in infrastructure development.

On this occasion, along with the rest of the country, the province will have one project inaugurated and three projects commenced, including: the Hoa Binh Hydropower Plant Expansion Project; the Phu Tho Station project under the Lao Cai - Hanoi - Hai Phong railway line construction project; the project to build IC2 and IC5 interchanges on the Noi Bai - Lao Cai expressway through the former Vinh Phuc province; and the Lynn Times Residences tourist apartment and conference center project under the Wyndham Thanh Thuy International Conference Center, Hotel, and Resort Villas project.

The Hoa Binh Hydropower Plant Expansion Project, with a total investment of 9.22 trillion VND, will be inaugurated at the project site in Hoa Binh Ward. This is a key energy project with great political significance, reflecting the province’s ambition and strong rise in perfecting its socio-economic infrastructure. Notably, the main structure is classified as a Special Grade project according to national standards (QCVN 04-05:2012). Once operational, the plant will increase peak-shaving capacity, improve frequency regulation and stability, and contribute to reducing the operating costs of the National Power System while easing the workload of existing turbine units.

With the responsible engagement of investors and contractors, the project has been completed according to approved designs and has passed inspections by various acceptance committees. According to the investor’s report, Unit 1 successfully connected to the 500kV grid on August 19, 2025. Unit 2 and Transformer No. 2 completed installation and testing, successfully integrating into the grid on November 14, 2025, after finishing a 72-hour trial run. Hoa Binh Hydropower Company has ensured a full team of trained personnel and standardized operating procedures to guarantee the safe operation of the expansion plant.

The Phu Tho Station project, part of the Lao Cai – Hanoi – Hai Phong railway, will commence in Phong Chau Ward with a total investment of 3.347 trillion VND. This is a National Key Project in the transport sector, featuring access roads for passengers and cargo, and a station square. The groundbreaking ceremony on December 19 marks a milestone that not only affirms the province’s site clearance efforts but also opens breakthrough opportunities for Phu Tho’s transport infrastructure.

Mr. Dinh Xuan Thang, Vice Chairman of the Phong Chau Ward People’s Committee, stated: "Recognizing this as a national key project vital for connecting Northern economic corridors and opening new development spaces for the Northern Midland and Mountainous region, the ward has proactively coordinated with agencies to mobilize public consensus. To date, site clearance has stayed on schedule without any complaints from residents."

The completion and commencement of these key works reflect the determination of the entire political system. These projects are expected to become vital engines for strategic infrastructure, providing a powerful resource for socio-economic growth and creating a solid momentum for Phu Tho to affirm its position in the new era of development.
