On May 24, in Viet Tri City, the Ministry of Planning and Investment held the third conference of the Coordinating Council of the Northern Midlands and Mountainous Region and announced the Planning of the Northern Midlands and Mountainous Region for the 2021 - 2030 period, with a vision to 2050.
The conference announced Decision No. 369/QD-TTg dated May 4, 2024 of the Prime Minister on approving the Planning of the Northern Midlands and Mountainous Region for the 2021 - 2030 period, with a vision to 2050.
According to the Planning, the goal is that by 2030, the Northern Midlands and Mountains region will become a green, sustainable and comprehensive development region, with a basic infrastructure framework connecting within the region and with the Red River Delta, Hanoi capital and the North Central sub-region; Carry out development of processing, manufacturing and energy industries; high-value, organic, specialty, green, circular agriculture; border gate economy, tourism; protect and restore forests. The cultural identities of ethnic groups are preserved and promoted; The people’s material and spiritual lives are improved and enhanced; National defense and security are firmly guaranteed.
The planning emphasizes 6 strategic and core perspectives: The Northern Midlands and Mountainous Region must develop rapidly, sustainably, and comprehensively. Economic development is based on strengthening intra-regional, inter-regional and international links. Preserve and promote the identities and cultural values of ethnic groups; Economic development goes hand in hand with ensuring social progress and justice. Organize space according to sub-regions, driving force regions, growth poles, corridors associated with Hanoi Capital development region and economic belts. Strengthen the economical, efficient and sustainable management and use of resources. Socio-economic development is associated with firmly ensuring national defense and security and protecting the country’s borders.
The planning sets out 4 key and breakthrough tasks: Focusing on infrastructure development, prioritizing the development of a transportation system connecting with Hanoi capital, the Red River Delta, the North Central sub-region and with China and Laos. Focus on developing driving areas, growth poles, important economic corridors, and advantageous economic sectors. Improve the quality of human resources, strengthen intra-regional and inter-regional links and international cooperation. Pilot a number of new, specific models, mechanisms and policies in regional development, especially for areas and regions that play an important role in forest protection, border security, water security, and energy security.
At the conference, delegates reported on the implementation of the Northern Midlands and Mountainous Region Planning; Preliminary summary of the implementation of Resolution No. 11-NQ/TW dated February 10, 2022 of the XIII Politburo on socio-economic development and ensuring national defense and security in the Northern Midlands and Mountains by 2030, with a vision to 2045; Specific mechanisms and policies for the development of the Northern Midlands and Mountainous Region.
