Building an Integrity-Driven Administrative Apparatus and Focusing on Thoroughly Resolving Delayed Projects

On the morning of September 29, the Provincial Steering Committee for Anti-Corruption, Waste, and Negative Phenomena (Steering Committee) held its fifth session. Comrade Pham Dai Duong — Member of the Party Central Committee, Provincial Party Secretary, Head of the Provincial Delegation of National Assembly Deputies, and Head of the Steering Committee — attended and chaired the session.

Attending the meeting was Comrade Bui Van Quang — Permanent Deputy Secretary of the Provincial Party Committee; along with member comrades of the Steering Committee.

At the session, delegates heard and provided feedback on the draft report evaluating the Steering Committee’s operational results during the first 9 months of 2026 and outlining key tasks for the final 3 months of the year.

During the first 9 months of 2026, the Provincial Steering Committee for Anti-Corruption, Waste, and Negative Phenomena continued to direct the strict execution of Party views, guidelines, regulations, and State laws concerning anti-corruption, waste, and negative phenomena.

The Steering Committee advised the Standing Committee of the Provincial Party Committee on issuing numerous guiding documents to lead anti-corruption, anti-waste, and anti-negativity efforts across the province.

Inspection, supervision, and audit activities were strengthened; corruption and negativity cases were handled strictly and in accordance with the law. The Steering Committee instructed judicial and relevant agencies to focus on accelerating the resolution progress of cases under the Steering Committee’s monitoring and direction.

The review of difficulties and bottlenecks, coupled with directions to resolve delayed, outstanding, and prolonged works and projects, as well as the handling of surplus state properties and land assets following organizational restructuring, received decisive leadership attention.

The Standing Office and member comrades of the Steering Committee consistently executed the processing of petitions and letters regarding anti-corruption, waste, and negative phenomena in full compliance with regulations.

Dissemination and propaganda of Party directives and resolutions, as well as State policies and laws on anti-corruption, waste, and negative phenomena, were implemented rigorously.

Delegates also focused on discussing and assessing task performance over the first 9 months while proposing solutions to implement key tasks for the remaining 3 months of 2026.

Delivering directive remarks at the session, Provincial Party Secretary Pham Dai Duong emphasized: Prevention is the pivotal solution to prevent legal violations early and from afar.

He assigned the Provincial Party Committee’s Internal Affairs Commission to take the lead in stepping up propaganda and thorough implementation of Central resolutions and regulations, while reviewing the legal system to promptly recommend solutions for shortcomings.

To enhance administrative efficiency, it is necessary to build a centralized, shared database integrating information from the Inspection, Audit, Financial, and Enforcement sectors. On that basis, review, classify, and thoroughly execute sentences eligible for enforcement, while consolidating long-standing pending cases to request Central approval for applying special mechanisms to resolve bottlenecks.

Regarding tasks for the remaining months of 2026, the Provincial Party Secretary required Party committees, organizational bodies, agencies, and units to continue strictly implementing Party guidelines and State legal policies on anti-corruption, waste, and negative phenomena in connection with power control; building an integrity-driven 2-tier local government apparatus; and firmly overcoming avoidant, responsibility-shirking, or fear-of-responsibility mindsets. They must also strongly promote the supervisory and social feedback roles of the People’s Council, the Fatherland Front, mass organizations, press, and citizens.

The Provincial Party Secretary instructed the Party Committee of the Provincial People’s Committee to focus on thoroughly handling delayed projects, surplus office headquarters, houses, and land, as well as cases of land law violations.

In investigation and handling tasks, functional forces must accelerate the verification and resolution progress of cases monitored by the Steering Committee and enhance asset recovery efficiency.

Among these, the Party Committee of the Provincial Police holds the responsibility to closely track the handling outcomes of related cases from the Ministry of Public Security. Members of the Steering Committee and internal affairs agencies must stay closely involved with local areas and proactively control sensitive fields to prevent violations early, ensuring small infractions do not accumulate into major violations.
