Continuing the program of the National Scientific Conference “Orientations for the Development of Supporting Industry in Vietnam,” the presentation session proceeded under the moderation of Comrades: Nguyen Thanh Nghi — Member of the Politburo, Secretary of the Party Central Committee, and Head of the Central Policy and Strategy Commission; Pham Gia Tuc — Member of the Politburo and Permanent Deputy Prime Minister; Le Manh Hung — Member of the Party Central Committee and Minister of Industry and Trade; Pham Dai Duong — Member of the Party Central Committee, Provincial Party Secretary, and Head of the Provincial Delegation of National Assembly Deputies of Phu Tho; and Nguyen Ngoc Tuan — Deputy Head of the Central Policy and Strategy Commission.

The presentation content focused on key issues concerning guidelines, policies, and orientations for developing supporting industries in the new era, including: proposing supporting industry development guidelines; current status and development orientations of Vietnam’s supporting industry through 2030, with a vision toward 2045; and policies for supporting industry development in Vietnam.

Additionally, the presentations touched upon science, technology, innovation, digital transformation, and green transformation within supporting industries; focusing on institutions and policies that empower supporting industry enterprises to participate in global value chains.

Several presentations delved deep into practical execution and policy optimization requirements, such as: reviewing the development process of supporting industries in Vietnam and the imperative to enhance monitoring and evaluation; developing supporting industries in the new era — practical insights from Phu Tho and policy proposals; and developing Vietnam’s supporting industry: practical experiences from enterprises and policy recommendations.

Delivering a presentation on the topic “Developing Supporting Industry in the New Era – Practical Insights from Phu Tho and Policy Proposals,” Chairman of the Provincial People’s Committee Tran Duy Dong affirmed: Following administrative consolidation, the expanded scale and new geographical space have created conditions to reorganize resources and establish new development linkages.

The province has a population of over 4 million people and an economic scale exceeding 412,000 billion VND in 2025, ranking 6th out of 34 provinces and cities; it has established a foundation for supporting industries in automotive, motorcycle, electronics, mechanics, and material sectors, supported by an FDI enterprise ecosystem and a network of domestic and foreign suppliers.

In 2025, the industrial production index increased by 26.37%, with export turnover reaching approximately 42 billion USD, ranking 4th nationwide; in the first 8 months of 2026, the corresponding figures were a 21.8% increase and 37.3 billion USD.

The province currently hosts 31 industrial parks, 18 of which are operational; and 752 active FDI projects with total registered capital of 15.3 billion USD. For the 2026–2030 period, the province aims to increase the total number to 40 industrial parks, linking industrial expansion with elevating land, capital, and labor utilization efficiency, attracting high technology, and strengthening enterprise linkages.

He emphasized: The Resolution of the 1st Provincial Party Congress identified the goal of turning Phu Tho into a growth pole of the Capital Region; for the 2026–2030 period, average GRDP growth is targeted at 11–12%/year, labor productivity growth at over 12%/year, TFP (total factor productivity) contribution reaching 55–60%, and the digital economy accounting for over 30% of GRDP. Within these development orientations, industry continues to hold its role as the growth pillar.

The Supporting Industry Development Program for the 2026–2035 period, approved by the Prime Minister under Decision No. 929/QD-TTg dated May 25, 2026, established orientations to enhance domestic production capacity, increase localization rates, and enable Vietnamese enterprises to integrate deeper into supply chains.

The Chairman of the Phu Tho Provincial People’s Committee proposed key priorities, including: perfecting mechanisms and policies regarding spatial planning for supporting industries; concentrating support policies on enhancing enterprise capacity and filling missing links in production chains; developing shared technical infrastructure and data networks by sector and region; refining financial and credit policies for supporting industries; and supporting enterprises in adapting to new technologies, standards, and manufacturing methods.

Delivering concluding remarks at the conference, Permanent Deputy Prime Minister Pham Gia Tuc highly appreciated the Central Policy and Strategy Commission, the Ministry of Industry and Trade, and the Phu Tho Provincial Party Committee for their thorough preparation; recognizing the wisdom, responsibility, and candid spirit of delegates presenting at the event.

He emphasized: Developing supporting industries is a consistent guideline of the Party and State, articulated in Resolution No. 29-NQ/TW and reinforced with fresh impetus from Resolution No. 57-NQ/TW on science, technology, and innovation, and Resolution No. 68-NQ/TW on private economic development.

Thoroughly grasping this spirit and building on the content clarified at the conference, the Permanent Deputy Prime Minister requested all levels and sectors to vigorously innovate their approach along 5 directions: shifting from “percentage-based localization” to “capacity mastery”; shifting from fragmented industry-wide support to targeted support by supply chains, stages, and major national challenges; shifting from input subsidies to conditional, time-bound, result-based support; shifting from a focus on “attracting FDI” to “effectively utilizing FDI”; and shifting from activity-based management to result-based management.

He also pointed out the consistent principles during implementation: Enterprises are the center and the subject, with private enterprises as the core force; the State holds the enabling, guiding, and initial market-creating role; the domestic market is the support base, and exports are the ultimate benchmark of competitiveness.

Conclusion No. 18-KL/TW of the Central Committee and the Supporting Industry Development Program for the 2026–2035 period approved by the Prime Minister clearly established: by 2030, key industrial sectors will achieve an average localization rate of 40–45%; and the industrial competitiveness index will rank among the top 3 ASEAN countries. By 2035, localization rates across sectors will continue to rise—mechanical manufacturing to 50%, textiles and garments to 70%; and Vietnamese enterprises will master research, design, and manufacturing stages.

To achieve these goals, Permanent Deputy Prime Minister Pham Gia Tuc urged efforts to halt the decline of domestic value-added in exports; ensure every lead enterprise or domestic conglomerate maintains a publicly announced network of Tier-1 and Tier-2 Vietnamese suppliers; and establish internationally recognized shared testing and certification centers in every key industrial region. Based on the set objectives, he required all levels and sectors to focus on executing 8 task groups and solutions: perfecting institutions; creating lead markets by researching mechanisms for public investment, strategic infrastructure projects, public procurement, and state-owned enterprise procurement to serve as “first orders” for domestic enterprises.

Promoting the role of lead enterprises and linking with the FDI sector; building quality infrastructure and shared applied research facilities; developing human resources, prioritizing design engineers, system engineers, and chief engineers.

Simultaneously, innovating financial and credit tools; reorganizing spatial development into industry clusters; and measuring to manage by building evaluation monitoring indicator systems, databases, and a national supplier capability map.

Permanent Deputy Prime Minister Pham Gia Tuc requested: Following the conference, the Central Policy and Strategy Commission coordinate with the Ministry of Industry and Trade and Phu Tho province to synthesize conference results and report to Party and State leaders.

The Ministry of Industry and Trade, in its role as the Standing Body of the Supporting Industry Development Program, shall issue the program’s action plan for the 2026–2028 period and urgently finalize the Key Industry Law project to submit to the Government on schedule.
