On the morning of June 30, in line with the nationwide event, the Standing Committees of the Provincial Party Committees of Phu Tho, Vinh Phuc, and Hoa Binh solemnly held a ceremony to announce resolutions and decisions of the central and local governments on the merger and reorganization of administrative units at the provincial and communal levels. These include the termination of district-level administrative units, the establishment of new Party organizations, and the appointment of the Party Committees, People’s Councils, People’s Committees, and Vietnam Fatherland Front Committees for Phu Tho Province and its communes and wards. General Luong Tam Quang—Politburo member, Secretary of the Central Public Security Party Committee, and Minister of Public Security—attended and delivered remarks at the ceremony.

Also in attendance were Mr. Nguyen Thanh Hai, member of the Party Central Committee, member of the National Assembly Standing Committee, Chairman of the National Assembly Delegation Work Committee, and Deputy Head of the Central Organization Committee; Mr. Hoang Trong Hung, Deputy Head of the Central Inspection Committee; and Mr. Mai Luong Khoi, Deputy Minister of Justice.

General Luong Tam Quang delivered a keynote address at the ceremony.

Representing the delegations of the three provinces were Mr. Dang Xuan Phong, member of the Party Central Committee, Secretary of the Vinh Phuc Provincial Party Committee, and Head of the National Assembly Delegation of Vinh Phuc; Mr. Bui Minh Chau, member of the Party Central Committee, Secretary of the Phu Tho Provincial Party Committee, Chairman of the Provincial People’s Council, and Head of the National Assembly Delegation of Phu Tho; and Mr. Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the Hoa Binh Provincial Party Committee. The event was also attended by members of the standing committees and party executive committees of the three provinces, representatives of departments, branches, and sectors, and party secretaries of the 148 newly established communes and wards.

At the ceremony, Mr. Nguyen Thanh Hai announced resolutions of the National Assembly and decisions issued by the Politburo, the Secretariat, the Prime Minister, and the Central Committee of the Vietnam Fatherland Front regarding the merger and restructuring of administrative units in the newly formed Phu Tho Province. He also announced the establishment of the Phu Tho Provincial Party Committee and the appointment of its Executive Committee, Standing Committee, and key positions in both the Party and the administrative apparatus.

General Luong Tam Quang presented the Politburo’s decision on appointing members of the new Standing Committee of the Phu Tho Provincial Party Committee.

Accordingly, Phu Tho has completed the administrative merger, reorganized the local government structure, and terminated the operations of district-level administrative units. It has also established new Party organizations, People’s Councils, People’s Committees, and the Provincial Vietnam Fatherland Front Committee, along with 148 new commune- and ward-level administrative units. This outcome reflects a comprehensive, methodical process marked by thorough preparation and strong consensus from the political system and the people.

General Luong Tam Quang also presented the Prime Minister’s decision appointing the Chairman and Vice Chairmen of the Phu Tho Provincial People’s Committee (new).

General Luong Tam Quang also presented the resolution of the National Assembly Standing Committee on the appointment of the Chairman, Vice Chairman, and heads of committees under the Provincial People’s Council, and the Head and Deputy Head of Phu Tho’s National Assembly Delegation.

The Executive Committee of the Phu Tho Provincial Party Committee for the 2020–2025 term comprises 102 members, including 28 from Vinh Phuc, 39 from Phu Tho, and 35 from Hoa Binh.

The Standing Committee includes 30 members—8 from Vinh Phuc, 12 from Phu Tho, and 10 from Hoa Binh.

Mr. Dang Xuan Phong was appointed Secretary of the Phu Tho Provincial Party Committee (new) for the 2020–2025 term, and 6 individuals were appointed Deputy Secretaries.

The Provincial Inspection Committee includes 13 members, with Mr. Nguyen Hai, a member of the Standing Committee and chairman of the previous Inspection Committee, reappointed to continue holding this position.

The National Assembly Delegation of Phu Tho Province consists of 18 members, with Mr. Bui Minh Chau reappointed as Head of the Delegation for the 15th tenure.

Mr. Bui Van Quang, Deputy Secretary of the Provincial Party Committee, was appointed Chairman of the Provincial People’s Council for the 2021–2026 term.

Mr. Tran Duy Dong, Deputy Secretary of the Provincial Party Committee (new), was appointed Chairman of the Provincial People’s Committee for the 2021–2026 term, while 9 others were appointed Vice Chairmen for the same term.

The Vietnam Fatherland Front Committee of Phu Tho Province was officially established on July 1, 2025, with Mr. Bui Duc Hinh appointed as chairman.

Immediately following the announcements, Mr. Bui Dinh Thi, member of the Standing Committee and Head of the Phu Tho Provincial Organization Committee, presided over the presentation of decisions on the establishment of Party organizations, the appointment of Party committees, and key personnel. The solemn ceremony reflected the confidence and expectations of the party, the government, and the people for the newly appointed officials to uphold their responsibilities in this new phase of development.

Igniting development aspirations — Turning Phu Tho into a growth engine of the Northern Midlands

Delivering a keynote speech, General Luong Tam Quang congratulated Phu Tho on entering a new development stage with vast opportunities, enhanced resources, and a strong momentum for sustainable growth. He extended congratulations to the newly appointed leaders entrusted with important responsibilities by the Party and State.

He stressed that the resolutions and decisions announced that day were of historical importance—marking the official establishment of a new administrative-economic entity and the conclusion of a period of district-level governance. The formation of a streamlined two-tier local government structure under Party leadership is a key milestone that embodies the Party and State’s aspirations for sustainable development and improved livelihoods.

According to General Quang, Phu Tho now enjoys favorable conditions and new drivers to become a growth pole of the Northern Midlands region. With a highly integrated, multi-centered development model steeped in cultural identity, the province is poised to take on a pivotal role on the national development map. To realize this vision, he called upon the newly appointed leadership to fulfill the trust of the Party Central Committee, the Politburo, and the Secretariat by demonstrating responsibility, initiative, and unity—embracing innovation and adapting to new challenges with resolve and courage.

He urged the province to successfully organize the upcoming Party Congresses at all levels in preparation for the first Congress of the newly formed Phu Tho Province for the 2025–2030 term. He emphasized that the preparation process should inspire collective wisdom, spirit, and aspirations to shape a bold, future-oriented development strategy for the newly established administrative unit.

General Quang also stressed the importance of ensuring the effective functioning of the two-tier local government model, successfully implementing the Party’s resolutions—particularly the “four pillars” of the Politburo—and unlocking both domestic and international resources to improve the quality of life for all residents.

Expressing his confidence in the heroic tradition and strong sense of duty of Phu Tho’s people and leadership, he believed the province would swiftly adapt, transform the Party’s guidelines into tangible outcomes, and rise to new heights—contributing meaningfully to the country’s development in this new era of prosperity.

On behalf of the newly appointed officials assigned to Phu Tho Province, Mr. Dang Xuan Phong expressed deep gratitude to the General Secretary, the Politburo, and the Secretariat for their trust. He acknowledged that this honor also comes with great responsibility before the party, the state, and the people.

He emphasized the historical and cultural connections among Phu Tho, Vinh Phuc, and Hoa Binh—three distinct yet complementary regions that are now united in a shared development space. This strategic merger, he said, had been carefully planned by the central government to form an integrated administrative-economic entity capable of leveraging diverse strengths for breakthrough growth.

Mr. Phong called on all Party members and residents to carry forward the legacy of the heroic Ancestral Land, promote unity, nurture aspirations, and work together to build a more prosperous, modern, and civilized Phu Tho—where every citizen enjoys well-being and happiness. On behalf of the Party Committee, Government, and people of the province, he pledged to work in unity with the Standing Committee and the Party Executive Committee to fulfill all assigned tasks and live up to the trust of the Party, State, and people.

Also at the ceremony, representing the Central Committee, the National Assembly, the Government, and the Vietnam Fatherland Front, General Luong Tam Quang once again presented the photograph of President Ho Chi Minh’s 1962 visit to Hung King Temple, along with a congratulatory flower basket.

Later in the program, leaders of the 148 newly established communes and wards received appointment decisions from the Provincial Party Committee. Mr. Bui Huy Vinh, Standing Deputy Secretary of the Vinh Phuc Provincial Party Committee, also announced important decisions regarding the termination of old Party Committees at the district and communal levels, the establishment of new Party Committees at the communal and ward levels, and the formation of state and socio-political organizations under the new government structure.

Following the ceremony, General Luong Tam Quang and the central delegation visited Ban Nguyen Commune—one of the newly formed administrative units—to inspect preparations for this important milestone in streamlining and improving the efficiency of the local governance system.
