Checking the progress of investment and the construction of industrial clusters in Ha Hoa district

On July 22, Mr. Nguyen Thanh Hai, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, had a working session in Ha Hoa district to check the preparation work to attract investment in the infrastructure construction of Am Ha Industrial Cluster (IC) and the work of site clearance and groundbreaking of Dong Phi IC (Xuan Ang commune).

The proposed location for planning the construction of the Am Ha IC is in Am Ha commune and Phuong Vien commune, with a scale of 60 hectares. The proposed terrain of the area includes a number of hills with production forests, perennial trees, fruit trees, and low-lying areas interspersed with short-term crops, aquaculture, etc. The planned area of the IC does not have underground minerals of high economic value, no historical or cultural relics, is not located in the water source area, and does not overlap with the planning of the Lao Cai-Hanoi-Hai Phong railway.

Am Ha IC has been included in the list of industrial park development plans in the province approved by the Prime Minister. The proposed research area for IC planning is consistent with the socio-economic development orientation as well as the industrial-hhandicraft development of Am Ha commune, Phuong Vien commune, and Ha Hoa district.

Regarding the Dong Phi IC Infrastructure Investment and Construction Project located in Xuan Ang commune, with an area of 74.77 hectares, Cosmos 1 Technology Company Limited is the infrastructure investor. The project consists of 2 phases. To date, phase I, with an area of 27.7 hectares, has completed the inventory work. The District People’s Committee has signed a decision to reclaim land and approved the compensation plan for 79 households and 3 organizations. Phase 2 has completed the measurement of 47 hectares (100% of the remaining land area) and is urgently implementing the inventory work.

Regarding the resettlement work for project implementation, the District People’s Committee has completed the planning of the location to arrange resettlement for affected households. In general, the project basically meets the assigned schedule according to Plan No. 3562/KH-UBND, dated September 15, 2023, of the Provincial People’s Committee on the implementation of ICs in the province in the period of 2023–2025.

After inspecting the site and listening to reports from departments, branches, and the People’s Committee of Ha Hoa district, Vice Chairman of the Provincial People’s Committee Nguyen Thanh Hai noted that ICs in the district must pay attention to environmental issues when attracting investors, not projects with the risk of water and air pollution. It is necessary to complete the centralized industrial wastewater treatment system, ensuring environmental factors during operation.

For the planned location of the Am Ha IC, the Department of Industry and Trade shall instruct the People’s Committee of Ha Hoa district to carry out related procedures to establish the Am Ha IC according to regulations, especially selecting investors with financial capacity and high investment attraction ability. At the same time, the district shall review the land fund and the planned location of the IC to avoid overlapping with land used for other programs and projects, especially national defense land.

The project involves the recovery of residential land for a number of households, so it is necessary to review the affected households, limit the relocation of households with residential land, and pay special attention to the construction of resettlement areas, creating long-term livelihoods for people. During the construction process, it is necessary to calculate the excavation, filling, and leveling plan of the IC to suit the overall view of the area.

For the Dong Phi IC Infrastructure Investment and Business Project, relevant departments and branches need to regularly monitor and promptly remove difficulties so that the People’s Committee of Ha Hoa district and investors can complete procedures on resettlement, site clearance, land use purpose conversion, construction licensing, environmental impact assessment, etc. to ensure regulations, striving to start the IC in September 2024.

On the side of the infrastructure construction investor, it is necessary to focus resources, be ready to speed up the progress of technical infrastructure investment in the IC, and attract secondary investors, contributing to promoting local socio-economic development.
