baophutho.vnIncentives for wounded soldiers, sick soldiers, families of martyrs, and people who have rendered meritorious services to the revolution have not only become a traditional moral of the nation, but have also evolved into a major policy system of the Party and State in the cause of renewal, contributing significantly to social stability and development. The Party Committee, authorities, and people of all ethnic groups in Phu Tho province have always paid special attention to the welfare of policy families and persons who have rendered outstanding services to the revolution over the last 76 years.
On Invalids and Martyrs" Day, July 27, leaders from Van Don commune, Doan Hung district, and youth union members pay a visit and present presents to Vietnamese Heroic Mother Bui Thi Loan.
99.98% of policy households in the province have a level of living that is equivalent to or greater than the average living standard of the people in their home, and 100% of VNAH moms who are still alive are supported by organizations and individuals both inside and beyond the province.
The “Grateful Return” movement has received enthusiastic response and participation from the entire society, becoming a beauty in cultural life; contributing significantly to the consolidation and strengthening of the great national unity bloc, raising the spirit of patriotism and social responsibility, and arousing and fostering the benevolent values of every Vietnamese. Each year, about VND4 billion is invested in the Gratitude Fund. Programs to construct “Houses of Gratitude,” donate “Gratitude Savings Books,” care for elderly and lonely martyrs“parents, and care for Vietnamese Heroic Mothers, among others, have been widely disseminated and contribute to stabilizing and improving the material and spiritual lives of wounded soldiers, sick soldiers, relatives of martyrs, and people with meritorious services to the country. The planning of holiday visits and presents to employees, the yearly Lunar New Year, and the maintenance of martyrs” tombs and cemeteries are of particular relevance to sectors and regions.
Furthermore, the Provincial Party Committee and Provincial People"s Committee are always paying attention and focusing on directing departments, agencies, organizations, agencies, and units to well implement preferential housing policies, incentives in education training for children of people with meritorious services; health care, giving priority to borrowing capital from the National Fund to create jobs to develop production; supporting the production and commercial establishments of injured troops, sick soldiers, and persons with meritorious services, as well as establishing circumstances for people with meritorious services and their family to find work, boost their incomes, and stabilize their lives.

All levels and sectors have been concerned with the search for and collection of victims“remains, as well as the creation of martyrs” graves.The province has directed Party committees and authorities at all levels to work closely with the Provincial Military Command to conduct a thorough search and gathering of martyrs" remains, as well as to thoughtfully organize the reception of the remains of martyrs who have sacrificed themselves throughout the country and of martyrs on international missions for burial in their homeland. The Department of Labor, Invalids, and Social Affairs actively and pro-actively coordinates with the Provincial Military Command and relevant agencies in confirming outstanding martyrs and invalids over time, policies for young volunteers, regimes for people involved in the resistance war and their children exposed to toxic chemicals.
Currently, the province contains 224 martyr graves and works (including a martyr“s temple, 18 martyr memorials, 69 steles etched with martyrs” names, and 136 martyr cemeteries). Every year, the central and local governments allocate funds to repair and upgrade martyrs“graves, cemeteries, and martyrs” registration steles in order to meet the people"s needs for honoring and remembering heroic martyrs, as well as educating future generations about the revolutionary history tradition.
As of 2023, the province had confirmed over 256,000 meritorious service recipients, including 1,251 Vietnamese Heroic Mothers, 121 revolutionary veteran cadres, 462 pre-insurgency cadres, more than 11,300 wounded and sick soldiers, more than 18,300 martyrs, 7,346 people who directly participated in the resistance war and their children were infected with toxic chemicals, 346 resistance activists were imprisoned by the enemy, 22 Heroes of the Armed Forces, Heroes of Labor;
More than 165,800 persons who participated in the resistance battle for national freedom were acknowledged by the Party and State for their qualities and rewarded with Orders and Medals of various types.
Along with confirmation work, preferred regimes for persons with meritorious services and their family are established in a timely and comprehensive manner. So far, the province as a whole has provided approximately 23,000 individuals monthly allowances with a budget of more than VND500 billion each year.
It can be stated that the implementation of preferential regimes and policies for people who have rendered meritorious services to the revolution in recent years has been timely organized by all levels, branches, and socio-political organizations in accordance with the Party“s policy and the State”s laws, yielded many results, gradually improved the material and spiritual lives of people who have rendered meritorious services, contributing to the maintenance of socio-political stability, and demonstrating traditional values.
