Starting July 1, following the directive of the Ministry of Public Security, the Phu Tho Provincial Police officially launched a peak campaign to issue level-2 electronic identification (e-ID) accounts to foreigners legally residing in the province. With the motto “completing all tasks, not just working all hours” the force has issued thousands of level-2 e-ID accounts to foreigners in just over 10 days.

Issuing e-ID accounts to foreigners is not only an essential requirement for administrative management, digital transformation, and building a modern and transparent government, but also creates favorable conditions for foreigners living, working, and studying in Vietnam. With a level-2 e-ID account, foreigners can easily access the national e-administration system, retrieve and use integrated personal data from national databases, and access various online public services via the national portal.
With practical benefits and a determination to finish ahead of schedule, the Board of Directors of the Phu Tho Provincial Police tasked the Immigration Management Department with developing a comprehensive plan. This included preparing personnel and equipment, surveying and arranging reception points, and ensuring a fast and convenient process. The department also coordinated outreach efforts to notify all relevant agencies, businesses, and foreign nationals in the province.

From the early days of implementation, the citizen reception point at the Immigration Management Department saw a large number of foreigners coming to complete the procedures. Despite the high workload, the unit organized its operations efficiently and orderly, assigning numbers and processing documents in a scientific manner. Biometric data collection—such as photo capture and fingerprinting—was conducted carefully and professionally, minimizing errors or confusion. On average, hundreds of foreigners are completing e-ID procedures each day to facilitate their integration into administrative processes in Vietnam.
The number of applicants is expected to rise in the coming days. To meet this demand, the Phu Tho Provincial Police will continue to mobilize maximum personnel and expand reception points for processing e-ID applications. In addition to the provincial headquarters, locations in the former Vinh Phuc and Hoa Binh provinces have been set up to create optimal conditions for organizations and individuals.
At the Vinh Phuc reception point, three working teams operate from 7:00 a.m. to 10:00 p.m. The unit also closely coordinates with provincial media, the radio and television station, and the management boards of industrial parks to enhance outreach. These efforts aim to help foreigners understand the procedures, prepare the necessary documents, and avoid repeated visits. Notably, the police have worked with the Vinaphone network to provide on-site SIM card services—a required component for e-ID registration. This integration has helped many applicants complete the process in one visit.

Mr. Kim Sang Soo, Director of Human Resources Administration at KCI Vina Co., Ltd. in Binh Xuyen II Industrial Park, shared his experience: “At first, I thought the process would be lengthy due to the number of steps involved. But when I arrived, I received very clear instructions from the officers, so I completed everything quickly. After returning to the company, I’ll inform my colleagues and friends working in Phu Tho in particular, and in Vietnam in general, to complete the procedures as soon as possible to facilitate administrative processes.”
According to statistics, Phu Tho currently has more than 3,000 foreigners eligible for e-ID issuance under Decree No. 69, dated June 25, 2024. Although this number is substantial, Colonel Nguyen Van Cong, Deputy Director of the Provincial Police, affirmed that the force will strengthen communication efforts and closely coordinate with businesses, industrial parks, and international organizations to ensure that all eligible foreigners receive their e-ID accounts. This will not only enhance population management but also simplify transactions and administrative procedures for foreigners in Vietnam.
With strong leadership and the dedication of officers and soldiers from the Immigration Management Department, the Phu Tho Provincial Police are committed to completing the e-ID issuance campaign ahead of the target set by the Ministry of Public Security.
