On the morning of March 16, Mr. Tran Duy Dong – Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee – chaired a meeting with the Department of Science and Technology. The session focused on the progress of implementing Resolution No. 57-NQ/TW of the Politburo regarding the development of science, technology, innovation, and digital transformation within the province.

Phu Tho has synchronized various solutions to concretize Party policies. The province established a Steering Committee for Science, Technology, Innovation, and Digital Transformation, with 100% of departments and communal-level units following suit to ensure systemic consistency.
According to the monitoring system, Phu Tho has completed 14 out of 35 tasks under Resolution 57-NQ/TW, with the remaining 21 ongoing. Regarding Central conclusion notices, 114 out of 158 tasks have been finalized. The province currently hosts 63 science and technology organizations, 24 specialized enterprises, and 6 high-tech firms. In 2026, Phu Tho plans to launch 42 new provincial-level scientific projects with a budget of nearly 40 billion VND.
The province’s Provincial Innovation Index (PII) reached 41.10 points, ranking 15th out of 34 surveyed provinces. In terms of digital government, the administrative information system now offers 2,116 online public services, with an online resolution rate exceeding 92%. Notably, Phu Tho has piloted AI-powered chatbots to support administrative procedures at several public service centers.
Furthermore, the province has issued over 2.6 million electronic identification (eID) accounts, with 2.17 million already activated. Community-based initiatives like “Digital Literacy Campaigns” and “Community Digital Technology Groups” have been widely deployed to enhance digital skills for citizens.
Vice Chairman Nguyen Huy Ngoc emphasized that while digital transformation is vital, some localities remain confused during implementation. He urged heads of units to directly oversee the process, especially in administrative procedures, and proposed the development of a centralized provincial database and enhanced IT infrastructure for communes and wards.
The Vice Chairman also requested the Department of Science and Technology to remain proactive and flexible in its operations. Key priorities include proposing the construction of a centralized provincial database, investing in IT infrastructure for communes and wards, and accelerating the application of Artificial Intelligence (AI) at public administration service centers.
In his concluding remarks, Chairman of the Provincial People’s Committee Tran Duy Dong pointed out specific shortcomings in the task implementation of several departments. He demanded that heads of units take direct command and full responsibility for the progress and outcomes of assigned tasks, strictly prohibiting delays without legitimate reasons or failure to provide timely reports.
The Chairman assigned the Department of Science and Technology to finalize detailed reports on digital transformation, cybersecurity, and digital economic development. The department must review all ongoing tasks, clearly define the responsibilities of relevant units and individuals, and continue to coordinate and urge other sectors to comply. Additionally, it must collaborate with relevant agencies to survey the current state of facilities and equipment to advise on investment policies for upgrading and modernizing digital infrastructure for the two-tier local government, aiming for completion within 2026.
Furthermore, the Department of Science and Technology is required to advise on a plan to merge the three existing Intelligent Operation Centers (IOCs), upgrade their infrastructure, and integrate AI by the second quarter of 2026. The department will also guide other sectors in selecting essential specialized data to be provided for the system’s operation.
Chairman Tran Duy Dong emphasized that all tasks for 2026 must be completed before July 2026. Heads of departments and agencies must personally direct the implementation—rather than delegating to deputies—and hold ultimate accountability to the Provincial People’s Committee leadership for the results.
