On the morning of September 23, the Provincial People’s Committee organized a dialogue conference to address and resolve difficulties for businesses and investors in the third quarter of 2026. Comrades: Tran Duy Dong — Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee; Phan Trong Tan — Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee; Quach Tat Liem — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee; and Phung Thi Kim Nga — Member of the Provincial Party Committee and Vice Chairwoman of the Provincial People’s Committee co-chaired the conference.
Attending the conference was Comrade Bui Huy Vinh — Deputy Secretary of the Provincial Party Committee; alongside leaders of various departments, boards, sectors, local authorities, and nearly 150 businesses currently investing and operating in the province.

Delivering opening remarks at the conference, Chairman of the Provincial People’s Committee Tran Duy Dong emphasized that following the 2025 dialogue conference to resolve difficulties for businesses and investors, many recommendations from businesses had been focused on and promptly addressed by departments, boards, sectors, and agencies; specifically, 53 out of 69 recommendations have been resolved.
The province’s investment and business environment has continued to improve, and the spirit of companionship between local authorities and the business community has been increasingly strengthened.
As a result, in the first 8 months of 2026, the socio-economic situation in Phu Tho province remained generally stable and developed; foreign direct investment (FDI) attraction increased significantly, with numerous projects and works breaking ground for construction.
This outcome reflects the determination of the entire political system in building an enabling, service-oriented government that places businesses at the center of development.

Chairman of the Provincial People’s Committee Tran Duy Dong commended and sincerely thanked the business community for its efforts and contributions to the province’s development.
At the same time, he frankly acknowledged that certain difficulties and obstacles have not yet been thoroughly resolved, with some processing steps remaining slow and falling short of business expectations.
In the spirit of substantive dialogue, substantive resolution, and creating substantive transformation, Chairman Tran Duy Dong urged businesses and investors to frankly and accurately reflect the difficulties and obstacles they are facing and propose specific, feasible solutions and recommendations.
For departments, boards, sectors, and localities, the Chairman required a clear mindset: wherever businesses face difficulties, local authorities must be present. Matters within local authority must be resolved immediately; issues exceeding authority must be proactively reported alongside proposed handling plans. Under no circumstances should officials shirk or pass responsibility, nor force businesses to make repeated trips.
Leaders of departments, boards, sectors, and Ward/Commune People’s Committees must directly listen, provide clear, focused, and specific answers, and propose concrete resolution directions with defined roadlines and timelines.

During the dialogue, businesses requested that the province continue to pay attention to and resolve difficulties in land acquisition and compensation; promptly address bottlenecks in implementing tax policies, particularly regarding tax refunds for enterprises.

A leader from Viet Tung Joint Stock Company raised several recommendations concerning contract liquidation and remaining obligations regarding the old Hoa Binh City Administrative-Political Center Project.
Several businesses recommended that the province continue investing in and expanding connecting transport networks, power substations, and wastewater treatment plants to meet investor demand.
Efforts should also be made to strengthen linkages and form labor supply networks, particularly for high-tech labor for enterprises.
Additionally, local authorities were asked to study expanding bus routes connecting to neighboring provinces and cities; plan and construct centralized parking areas; add suitable drop-off/pick-up stops in industrial parks; and prioritize investments in social housing and worker housing projects.
Some businesses noted that Phu Tho possesses significant advantages to attract investment and foster industrial growth. Thus, the province should research and enact strong mechanisms and policies to attract high-tech investors, gradually building high-tech value chains in the locality.
Along with this, there is a need to enhance investment in industrial park and industrial cluster infrastructure, guide and assist investors in resolving issues during project implementation, and ensure publicity, transparency, and timely information regarding land-use planning, urban planning, and rural development planning.

Receiving comments and recommendations from businesses, Chairman Tran Duy Dong and Vice Chairmen Phan Trong Tan, Quach Tat Liem, and Phung Thi Kim Nga directly instructed relevant departments and units to address, guide, and reach consensus on handling plans for each specific request in a spirit of heightened responsibility, proactive engagement, and clear task assignment with clear roles, responsibilities, and timelines.

Delivering closing remarks, Chairman of the Provincial People’s Committee Tran Duy Dong highly appreciated the candid, responsible, and collaborative spirit of the business and investor community toward Phu Tho’s development.
He requested departments, sectors, and localities to continue thoroughly grasping and implementing the transition from “management” to “governance,” working alongside businesses to build an open, transparent, and favorable investment and business environment.
They must enhance coordination, proactively grasp and resolve business difficulties, and raise the real-world efficiency of enterprise support efforts.
In particular, sectors and localities must accelerate administrative reform, reducing and simplifying administrative procedures; effectively implement the “24-Hour Green Channel” and “50% Green Channel” mechanisms for key projects; thereby removing bottlenecks, facilitating production and business, attracting investment, and raising provincial competitiveness.
The Chairman assigned the Office of the Provincial People’s Committee and the Provincial Center for Investment Promotion and Enterprise Support to continue reviewing pending issues, proactively coordinating with departments and sectors to advise the Provincial People’s Committee on appropriate, effective, and timely solutions.
They must also maintain the effective implementation of the “Entrepreneur Coffee” Program. For matters exceeding provincial authority—especially policies falling under central management—they must urgently consolidate them by thematic groups and identify relevant ministries and agencies to report and submit to competent authorities for consideration and resolution.
On the business community’s side, Chairman Tran Duy Dong suggested that enterprises and investors continue accompanying the province in achieving socio-economic development goals, strictly honor investment commitments, boost production and business activities, cultivate business ethics, heighten environmental protection responsibilities, and fulfill social responsibilities to the community.
