Focus on Resolving Difficulties in Site Clearance for Quang Yen Industrial Cluster

The Quang Yen Industrial Cluster is one of the key projects aimed at attracting investment, promoting industrial development in a concentrated and synchronized manner, and shifting the economic structure in Thanh Ba district and its neighboring areas. To ensure the project is implemented according to the planned schedule, Thanh Ba district is focusing on site clearance (GPMB) to hand over the land fund to the investment unit.

Focus on Resolving Difficulties in Site Clearance for Quang Yen Industrial Cluster

Officials from Quang Yen commune are guiding residents to complete land records for the first-time land use rights recognition and to increase the area for site clearance work.

With the goal of forming and developing toward industrialization, the Provincial People’s Committee has added Quang Yen Industrial Park to the list of plans for developing industrial parks and clusters in Phu Tho province for the 2021-2030 period, with a vision to 2050. The industrial park is planned to be integrated into the provincial planning with an area of approximately 69.42 hectares, located in the two communes of Quang Yen and Dai An. The project includes two components: investment in the construction and operation of the Quang Yen Industrial Park infrastructure and a resettlement area serving the project. After the Provincial People’s Committee approved the investment policy, the Thanh Ba District People’s Committee coordinated with the investor to carry out procedures related to compensation for land acquisition, land surveying, settlement of land plots, land use rights, and land type determination.

Regarding land acquisition and clearance to implement investment in the construction and operation of the industrial park infrastructure, the District Land Fund Development Center is coordinating with a consulting unit to inspect and review land records as a basis for issuing land recovery notices. Currently, the project covers an area of 14 hectares, with 42 eligible land users. However, many cases remain where land use right certificates, land records, and the actual land use status are inconsistent, creating difficulties for the land acquisition and clearance work of specialized units and affecting the timeline for handing over land to construction units. Specifically, in the two communes, there are 64 land users whose land use origin needs to be disclosed; 16 land users whose actual land area exceeds the area shown in their land use certificates, requiring disclosure; and 94 households that have not been granted land use certificates, which are not reflected in the land records. Additionally, the project’s scope, which includes the construction of the industrial park infrastructure, also impacts part of the cemetery land in Dai An commune, further complicating the site clearance process.

To resolve these difficulties, Thanh Ba district is coordinating with provincial departments, branches, and sectors and directing specialized departments, branches, and People’s Committees at the commune level to implement the site clearance work urgently and in accordance with regulations.

Mr. Phung Thanh Son, Vice Chairman of the District People’s Committee, stated, “The district is actively directing the Land Fund Development Center and related units to work with local authorities to remove obstacles in reviewing and assigning land ownership according to current instructions and regulations. This will unify land use certificates, cadastral records, and current land use status, and quickly complete cadastral records to issue land recovery notices and carry out subsequent steps in the land acquisition process. For households using land stably but lacking land use certificates due to changes, adjustments, or inconsistencies in the cadastral records, the district directs the commune People’s Committees to guide the completion of records to recognize first-time land use rights, including any increase in area; at the same time, the Land Fund Development Center will work with specialized departments to review legal records and advise on issuing land recovery notices.”

Thanh Ba is also working to implement the project of building technical infrastructure for the resettlement area to ensure new accommodation for households who need to relocate due to the project. The resettlement area is expected to cover about 3.7 hectares and be divided into three areas. A total of 28 households and individuals are eligible for compensation for residential land when the state reclaims land with houses that must be relocated. The district has tasked specialized agencies with advising the District People’s Committee to approve detailed plans at a scale of 1/500 for the two communes of Dai An and Quang Yen and to delineate the boundaries of the resettlement area to facilitate the completion of procedures for measuring and dividing plots, thereby issuing land recovery notices for project implementation. The district has also approved investment policies for constructing technical infrastructure for the resettlement area. However, progress in land acquisition and clearance for this project is slow due to difficulties in arranging capital sources, errors in the drawings, and an unguaranteed funding source to determine specific land prices for district projects in 2025.

For the land acquisition and clearance process for the Quang Yen Industrial Park project to proceed on time and meet quality standards, Thanh Ba has proposed that the Provincial People’s Committee allocate additional funding for determining land prices for district projects in general and for the Quang Yen Industrial Park project specifically. The district also seeks direction on capital allocation for the project and requests that the investor urge the consulting unit to finalize the drawings necessary for issuing land recovery notices, thereby enabling the continuation of subsequent procedures.
