Focusing on Completing Science, Technology, Innovation, and Digital Transformation Tasks in 2026

On the afternoon of October 1, Comrade Tran Duy Dong — Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee — chaired a conference to hear the Department of Science and Technology report on the status and progress of task implementation over the first 9 months of 2026, alongside deploying tasks for the final months of the year regarding the execution of Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in national science, technology, innovation, and digital transformation development.

Attending the conference was Comrade Phan Trong Tan — Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee; alongside leadership representatives of several departments, boards, and sectors.

During the first 9 months of 2026, the Department of Science and Technology focused on advising and deploying key tasks in science, technology, innovation, and digital transformation, creating a foundation for the province’s socio-economic development.

The Department took the lead in constructing and perfecting the Phu Tho Province Digital Transformation Project for the 2026–2030 period, with a vision toward 2045. Concurrently, it actively drafted the Phu Tho Province Science, Technology, and Innovation Development Project for the 2026–2030 period, with a vision toward 2045.

Regarding the Project to Establish the Phu Tho Innovation Center, the department researched operational models from several localities, gathered feedback, organized discussion conferences, and finalized documentation to submit to the Department of Home Affairs for appraisal.

Mechanism and policy drafting and refinement received significant focus. The department advised on drafting resolutions to present to the Provincial People’s Council related to supporting key digital technology products, semiconductor chips, artificial intelligence data centers, innovative startups, community digital technology teams, science and technology enterprises, high-tech enterprises, and science, technology, and innovation activities.

In digital transformation, the governance and executive system for Phu Tho province’s socio-economic development was launched on a pilot basis in August 2026 with 25 sub-modules.

The province also issued a list of 198 databases, serving as the foundation to build a shared data repository; surveying the current status of information systems and databases across 26 agencies and units.

Addressing the province’s major strategic challenges, the department received 51 proposed tasks from 10 agencies, units, research institutes, universities, and enterprises across 6 major challenge areas; currently conducting identification and selection steps for deployment in accordance with regulations.

The Department of Science and Technology was assigned to execute 10 public investment projects. As of September 25, the capital disbursement rate reached 99.43% of the plan, with 100% disbursement expected to be completed in October 2026.

Delivering directive remarks at the conference, Chairman of the Provincial People’s Committee Tran Duy Dong emphasized that time remaining until the end of 2026 is short. The Department of Science and Technology, along with provincial departments and sectors, must maintain high focus, preserve solidarity and unity, and uphold a strong sense of responsibility in deploying science, technology, innovation, and digital transformation tasks; continuing to assign clear roles, tasks, and responsibilities, tightening discipline, and remaining proactive and energetic in fulfilling assigned tasks.

The Chairman requested departments, sectors, and localities across the province to proactively review all pending work, actively coordinate to resolve difficulties and bottlenecks, and propose solutions to complete tasks with concrete deliverables aligned to specific timelines.

At the same time, accelerate public investment disbursement for science, technology, and digital transformation projects, ensuring implementation progress. In particular, throughout implementation, anti-corruption and anti-negativity efforts must be strengthened, placing risk prevention and control requirements at the forefront.

The Chairman also gave specific directive guidance regarding the construction and completion of 3 major provincial projects; as well as plans to organize the Phu Tho Provincial Innovation and Startup Day 2026 (Techfest PhuTho 2026).

Also during the working agenda, Chairman Tran Duy Dong and delegates heard and provided opinions on submissions and draft text for 2 Resolutions expected to be presented at the thematic session of the Provincial People’s Council, comprising: Regulations on support policies for Community Digital Technology Teams in villages and residential quarters across Phu Tho province for the 2027–2030 period; and regulations on support levels from the provincial budget while decentralizing authority to the Provincial People’s Committee to specify criteria, conditions, sequence, procedures, and support content for key digital technology product manufacturing projects; semiconductor chip research, development, design, packaging, and testing projects; artificial intelligence data center construction projects; and innovative startup projects in the digital technology industry in Phu Tho province.
