On the afternoon of December 18, under the chairmanship of Mr. Truong Quoc Huy – Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee held a meeting to provide guidance on several key issues.

At the meeting, the Standing Board of the Provincial People’s Council reported on the organization of the 5th Extraordinary Session of the 19th Provincial People’s Council (2021-2026 tenure), scheduled for the morning of December 30, 2025. During this session, the People’s Council is expected to review and approve the Draft Working Regulations of the Provincial People’s Council. Furthermore, they will discuss and adopt 13 Resolutions submitted by the Provincial People’s Committee, including the Adjusted Master Plan for Phu Tho Province (2021-2030, with a vision to 2050) and the Draft Resolution on land rent incentives for land-using projects within the province.

The Standing Committee also reviewed and commented on proposals from the Department of Agriculture and Rural Development, the Department of Industry and Trade, and the Provincial Industrial Zones Authority regarding: The Land Price Framework effective from January 1, 2026; the list of projects requiring land recovery for socio-economic development in the national and public interest; funding support for developing national-level key seedling projects; management and operation policies for industrial clusters invested in by the State budget; investment policy and approval for the developer of the Doan Hung Industrial Park Infrastructure Construction and Business Project.

Agreeing with the reports and proposals, Secretary Truong Quoc Huy emphasized that attracting strategic investors into local industrial parks is vital for the province’s socio-economic development. He directed relevant departments to expedite provincial planning, forest land conversion, and the development of services and tourism at the Tam Dao National Tourist Area. He also called for drastic administrative reforms, digital transformation, and transparency in procedures on the online public service portal.

Furthermore, the Secretary stressed the implementation of preferential mechanisms to welcome investors, focusing on resolving difficulties through human resource training support, accelerating social housing projects, and connecting with the national transport infrastructure. Notably, unanimously agreed on the policy of waiving 100% of land rent for healthcare and education projects.

The Secretary also directed the rapid completion of planning for key areas and the urgent review of approximately 500 hectares of “clean land” (ready-to-use land) to attract professional industrial park models like VSIP. This aim is to draw in major corporations in trade and services, creating a “ripple effect” to attract other satellite businesses to the province.

Regarding industrial park and cluster projects, management must strictly calculate the cut-and-fill balance and mineral recovery during construction. Investors must commit to establishing enterprises within Phu Tho province to contribute to local tax revenues. Proposals should be studied to allow enterprises within these parks to invest in their own power stations, clean water systems, wastewater treatment, collector roads, and greenery. The Provincial People’s Committee is tasked with soon submitting mechanisms for infrastructure support and land rent exemptions, ensuring land use fees are calculated accurately and in full compliance with the law.
