Construction is progressing at a rapid pace on a number of key transport infrastructure projects across the Vinh Phuc area. With strong commitment from project owners, contractors and local authorities, efforts are being intensified to overcome obstacles, accelerate implementation and complete projects ahead of schedule, contributing to the development of a modern transport network and expanding growth opportunities for Phu Tho Province.

Contractors mobilize heavy machinery for the IC2 interchange project, aiming to complete the project four to six months ahead of schedule.
The Vinh Phuc Area Project Management Board is currently implementing several major transport projects that play an important role in the province’s socio-economic development. These include the construction of the IC2 and IC5 interchanges connecting to the Noi Bai–Lao Cai Expressway, as well as parallel roads running alongside the Hanoi–Lao Cai railway.
Construction sites are bustling with activity as hundreds of engineers and workers, supported by modern machinery and equipment, carry out multiple work fronts simultaneously. Contractors have maintained continuous construction under the spirit of “working through sunshine and rain,” making full use of favorable weather conditions to accelerate project implementation.
At the IC2 and IC5 interchange project, contractors mobilized nearly 60 engineers and workers, together with dozens of construction vehicles, immediately after the groundbreaking ceremony at the end of 2025. Work has been carried out simultaneously on road embankments, bridges and drainage systems.
The two trumpet-style grade-separated interchanges have a combined investment of more than VND 778 billion. IC2 will connect Nguyen Tat Thanh Road with the Noi Bai–Lao Cai Expressway at Km8+340, while IC5 will connect National Highway 2C with the expressway at Km31+340.
After more than seven months of construction, approximately 16 percent of the contract value has been completed. At IC2, contractors have finished about 80 percent of the K95 road embankment while continuing work on bridge abutments and piers. At IC5, construction is progressing simultaneously on road embankments, crushed stone base layers, bored piles and bridge girders.
According to Phung Duy Tan, Deputy Director of the Vinh Phuc Area Project Management Board, if weather conditions remain favorable and construction sites are handed over on schedule, the bridge works at IC2 could be completed by April 2027, while IC5 is expected to be completed by August 2027—between four and six months ahead of the original schedule.
The section of the parallel road along the Hanoi–Lao Cai railway from National Highway 2C to Hop Thinh–Dao Tu Road has completed land clearance. Road embankments, drainage systems, Ma Giua Bridge and most pavement works have been substantially finished. The investor is currently completing street lighting, landscaping and traffic safety facilities in preparation for opening the route to traffic.
For the section from Hop Thinh–Dao Tu Road to Provincial Road DT.304, although land clearance remains challenging, contractors continue construction at locations already handed over, focusing on earthworks, soft soil treatment and road foundation construction with the goal of opening the route to traffic in 2026.
Despite positive progress, land clearance remains the biggest challenge affecting project schedules. According to the Vinh Phuc Area Project Management Board, difficulties include determining land ownership, resolving cases involving multiple land transfers over time, discrepancies between actual land use and land use right certificates, and assets that do not qualify for compensation or support under current regulations.
In several localities, authorities continue reviewing documentation and conducting dialogue with affected residents to safeguard their legitimate rights and interests. At some construction sites, land has been handed over only in fragmented sections, while trees, auxiliary structures and technical infrastructure have yet to be relocated, making synchronized construction more difficult.
In addition to site clearance issues, fluctuations in construction material prices, rising fuel costs and unstable supplies of fill materials continue to place pressure on contractors.

To ensure progress on these important transport projects, provincial leaders regularly conduct on-site inspections, directly monitor construction progress and promptly address difficulties encountered by contractors and local authorities. The province has instructed the Vinh Phuc Area Project Management Board to work closely with the Vinh Phuc Area Land Development Center and local governments to resolve specific bottlenecks while requiring contractors to maximize manpower and equipment and organize multiple construction fronts to recover delayed progress.
Local authorities have also been urged to accelerate land clearance, strengthen dialogue to build public consensus, and coordinate with relevant departments to resolve issues related to land, resettlement, technical infrastructure and construction material supplies.
Project owners and contractors have been encouraged to maintain a strong sense of responsibility, mobilize maximum resources and take advantage of favorable weather conditions to accelerate construction while ensuring project quality.
With the determination of the entire political system, the support of local communities and the commitment of project owners and contractors, key transport infrastructure projects across the Vinh Phuc area are steadily taking shape. Once completed, these projects will not only help establish a modern and integrated transport network but also create new momentum for investment attraction, industrial, service and urban development, improve residents' quality of life and contribute to the sustainable development of Phu Tho Province in the years ahead.
