On May 31, the Government Office, in coordination with the Ministry of Justice, held the official launching ceremony of the National Law Portal (phapluat.gov.vn) in a hybrid format. The event was chaired by Prime Minister Pham Minh Chinh at the Government Headquarters.

Also attending the ceremony at the Phu Tho bridge point were Bui Van Quang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, along with leaders of various departments, business associations, and the Provincial Women Entrepreneurs Association.

The National Law Portal (PLQG), developed by the Ministry of Justice, is a centralized platform providing public access to a comprehensive system of legal documents, updates on new legislation, a digital “legal handbook,” and channels for collecting feedback and suggestions from citizens and businesses. The portal also applies artificial intelligence to answer legal queries, collect public opinion on draft laws, and provide legal aid and support for enterprises.
Speaking at the event, Prime Minister Pham Minh Chinh highlighted the portal as a modern legal ecosystem that integrates key functions in a user-friendly and effective format. He emphasized that the system will help eliminate institutional barriers, foster legal transparency, and promote a more competitive and innovation-driven economy—aligned with key Party resolutions, including Resolution No. 59-NQ/TW on international integration, Resolution No. 66-NQ/TW on legislative reform, and Resolution No. 68-NQ/TW on private sector development.
During the event, the Prime Minister tested the portal’s AI feature by asking questions related to the legislative authority of various government bodies, public investment responsibilities, and major institutional challenges. He also inquired about the implementation of Resolution 66 and notable highlights from Resolution 68.
The Prime Minister commended the Ministry of Justice for completing the portal on time despite a tight schedule. He tasked the ministry with further improving the portal’s features, adding more content fields, regularly updating information, and ensuring that the data is accurate, comprehensive, and accessible through a smart and secure interface.
He also urged ministries, government agencies, and provincial authorities to actively update and integrate their legal data into the portal, appoint focal points to coordinate with the Ministry of Justice, and effectively manage public inquiries and feedback.
The Prime Minister called on the press and media to boost public awareness of the portal’s significance and utility while also combating misinformation and false narratives. He stressed the importance of making the portal “a useful tool for every person and every household,” encouraging civil servants, citizens, and the business community to actively engage with and benefit from its services.
To enhance its global accessibility, the Ministry of Justice was also asked to develop an English version of the portal and establish performance indicators to evaluate its effectiveness.
Concluding his remarks, Prime Minister Pham Minh Chinh affirmed the government’s commitment to listening, improving, and upgrading the National Law Portal—envisioning it as a dynamic and modern legal infrastructure that serves both the nation and the people.
