On the morning of July 10, Phung Thi Kim Nga, Member of the Provincial Party Committee and Vice Chairwoman of the Phu Tho Provincial People’s Committee, inspected the implementation progress of the Dong Soc Industrial Cluster Technical Infrastructure Project in Vinh Tuong Commune and the Tho Tang–Lung Hoa Industrial Cluster Technical Infrastructure Project in Tho Tang and Vinh Thanh communes. She was accompanied by representatives from several provincial departments and agencies.
The Dong Soc Industrial Cluster covers 75 hectares. To date, 100% of the land acquisition and site clearance work has been completed, and the Provincial People’s Committee has officially allocated the land for project implementation. Of the cluster’s 59.9 hectares of industrial land, 55.8 hectares have already been leased, resulting in an occupancy rate of approximately 93.1%. The industrial cluster currently accommodates 24 enterprises, providing employment for around 3,600 workers.
During the working session, the project investor requested that the Provincial People’s Committee approve an adjustment to the project implementation schedule in order to complete the remaining land acquisition procedures and connect infrastructure between the newly allocated land and projects that had already been established before the creation of the Dong Soc Industrial Cluster.

Vice Chairwoman Phung Thi Kim Nga agreed in principle with the proposal to adjust the project schedule to address existing difficulties. She assigned the Department of Finance to evaluate and report to the Provincial People’s Committee on the effectiveness of land use once the infrastructure connections are completed. She also directed the Department of Industry and Trade to strengthen coordination with the investor and local authorities to resolve issues related to land acquisition and infrastructure connectivity, thereby ensuring the project’s overall investment efficiency.
The Tho Tang–Lung Hoa Industrial Cluster covers nearly 35 hectares and is scheduled for completion and operation by the end of February 2027. At present, compensation and site clearance have been completed for more than 9.6 hectares, equivalent to 27.8% of the project area. Specifically, more than 6.9 of 9.07 hectares have been cleared in Vinh Thanh Commune, while more than 2.7 of 25.6 hectares have been cleared in Tho Tang Commune. However, the project has encountered numerous challenges, and the investor has not yet been officially allocated land to commence construction.

Vice Chairwoman Phung Thi Kim Nga instructed the relevant departments, agencies, and local authorities to strengthen coordination with the investor to remove obstacles and accelerate compensation and site clearance. Local governments were urged to intensify public communication and mobilization efforts to build public consensus.
She directed Vinh Thanh Commune to prepare enforcement plans for cases involving non-compliance or deliberate obstruction, with the goal of completing site handover during the fourth quarter of 2026. Tho Tang Commune was instructed to work closely with the Vinh Phuc Regional Land Development Center to expedite land clearance and complete the work by the end of 2026.
In particular, she assigned the Department of Industry and Trade to review the implementation progress of all industrial cluster development projects across the province and submit a report to the Provincial People’s Committee outlining project-specific solutions to address existing obstacles and accelerate implementation.
